Yet, as the essays in this volume make clear, that is not an accurate assessment of the situ ation. Medical technology has not overwhelmed our moral ity. It would be more accurate to say that our society has not yet achieved consensus about the complex ethical iss ues that arise when medicine tries to assist those who seek its services in order to reproduce. Nevertheless, there is no shortage of ethical opinion about what we ought to do with respect to the use of surrogate mothers, in vitro fertil ization, embryo transfer, artificial insemination, or fertil ity drugs. Nor is it entirely accurate to describe assisted repro duction as technology. The term "technology" carries with it connotations of machines buzzing and technicians scurrying about trying to control a vast array of equip ment. Yet, most of the methods used to assist reproduc tion that are discussed in this volume do not involve exotic technologies or complicated hardware. It is technique, more than technology, that dominates the field of assisted reproduction. Efforts to help the infertile by means of the manipu lation of human reproductive materials and organs date 1 2 Caplan back at least to Biblical times. Human beings have en gaged in all manner of sexual practices and manipulations in attempts to achieve reproduction when nature has balked at allowing life to begin.

Our first conference on philosophical ethics in reproductive medicine (PERM 1) in 1988 discussed many of the controversies in this field. Since PERM 1 we have seen a number of developments, in the UK and internationally, that have thrown the problems that society must face into sharp relief. Drawing on the expertise of contributors from science, many medical specialities, philosophy, theology and economics, we have sought to address the issues raised by these new developments, as well as a number of long-standing issues that remain as contentious as ever, but of undiminished significance. On the scientific front, the long-predicted technique of embryo biopsy and diagnosis is now a reality. This has prompted the inclusion of some of the topics addressed by this second conference.

Do all women have the right to choose whether to reproduce? What is the moral status of the fetus during various stages of gestation and what obligations do parents have to the fetus during this period? In this book Carson Strong develops an ethical framework that helps resolve these and many other issues of vital concern to health professionals, policymakers, and the general public. Strong begins by exploring the significance of reproductive freedom, drawing on constitutional law and feminist writings, among other sources. Next he assesses the moral status of offspring during preembryonic, embryonic, fetal, and postnatal stages of development, discussing the obligations of procreators during gestation and offering a new perspective on the idea that the moral standing of the fetus increases as fetal development proceeds. He then suggests an approach to the question of how priorities should be assigned to conflicting values, one that draws on a version of casuistic reasoning. In the second half of the book, Strong applies this ethical framework to some of the problematic areas in reproductive and perinatal medicine. These include prenatal genetic testing for susceptibilities to common diseases and for "enhancement" of offspring; research using preembryos and embryos; nontraditional family arrangements, such as surrogate motherhood and ovum donation for older women; and treatment of fetuses with anomalies.
