Even if a measure is effective at preventing crime, it may turn out to be ethically unattractive because it harms more people than it benefits, or because it violates our right to free movement. The book proceeds from the assumption that decision-making about whether we should use SCPs can only be conducted by carefully identifying, clarifying, and critically evaluating the ethical arguments for and against use of the SCP measure in question. The author analyses several SCP strategies that have not been treated in detail in criminology or applied ethics literatures. An influential report by the House of Lords in 2009 also took this view. However there has been little public, or academic, discussion of the underlying principles and ethical issues. What rights of privacy or anonymity do people have when abroad in public space? What is the rationale for these rights? In what respect does CCTV surveillance compromise them? To what extent does the state's interest in crime prevention warrant encroachment upon such privacy and anonymity rights? This book offers the first extended, systematic treatment of these issues. In it, the author develops a theory concerning the rationale for the entitlement to privacy and anonymity in public space, based on notions of liberty and dignity. She examines how CCTV surveillance may compromise these rights, drawing on everyday conventions of civil inattention among people in the public domain. She also considers whether and to what extent crime-control concerns could justify overriding these entitlements. The author's conclusion is that CCTV surveillance should be appropriate only in certain restrictively-defined situations. The book ends with a proposal for a scheme of CCTV surveillance that reflects this conclusion.

While apartheid was spatial governance at its most brutal, postapartheid South African cities have tried to reinvent space, using it as a “positive” technique of governance. Christine Hentschel traces the contours of two emerging urban regimes of governing security in contemporary Durban: handsome space and instant space. Handsome space is about aesthetic and affective communication as means to making places safe. Instant space, on the other hand, addresses the crime-related personal “navigation” systems employed by urban residents whenever they circulate through the city. While handsome space embraces the powers of attraction, instant space operates through the powers of fleeing. In both regimes, security is conceived not as a public good but as a situational experience that can. No longer reducible to the after-pains of racial apartheid, this city’s fragmentation is now better conceptualized, according to Hentschel, as a heterogeneous ensemble of bubbles of imagined safety.
