Book excerpt: This paper investigates the impact of ethanol production in the Corn Belt states (Iowa, Indiana, Illinois, Kansas, Kentucky, Michigan, Minnesota, Missouri, Nebraska, Ohio, South Dakota, and Wisconsin). Employing data at the county level, from 2005 and 2006, we investigate the effect of ethanol production on employment and wages. Our empirical results show that ethanol production has a positive significant effect on employment and wages, but this effect is of insignificant magnitude. We also find that counties with high and medium levels of ethanol production capacity show higher levels of employment and wages than those counties that do not produce ethanol. Counties with low levels of ethanol production do not show any significant difference in employment and wages than non-producing ethanol counties.

Book excerpt: Climate change, food security, and energy efficiency have become universal challenges for global economic development and environmental conservation that demand in-depth multidisciplinary research. Biofuels have emerged as a decisive factor in the fight against global warming and air pollution from fossil fuel use, and they can play an important role in the development of poor as well as rich regions. In this work, I investigate the implications of biofuels for regional development in Brazil given its historic experience as an ethanol producer. I compare the environmental and economic impacts of the two predominant ethanol production techniques, in order to understand their effects on output, employment and income and also their potential to reduce the intensity of fossil fuel use and emissions of greenhouse gases. As I focus on a developing country, I also examine the distributional impacts of ethanol technology deployment, in terms of its potential contributions to poverty alleviation and the reduction of regional income inequalities. The production technologies currently used to produce ethanol differ spatially in Brazil, with a biotechnologically enhanced (capital-intensive) technology being used in the Southern regions of the country, and a traditional (labor-intensive) technology in the Northern regions. I take advantage of this regional variation to conduct a comparative regional analysis of ethanol production technology choice. I evaluate and compare the direct and indirect relationship between output, employment, income, energy intensity, and pollution emissions at the subnational level for the two ethanol production technologies, showing quantitatively the interrelations between the ethyl alcohol industry and the rest of the economy. I develop a simple, yet effective, model to study economic performance and examine the environmental-economic development tradeoff based on an interregional input-output system. I hypothesize that the adoption of the biotechnologically enhanced ethanol production technology provides greater output and employment and lower environmental and energy costs than more traditional technologies and, in contrast, that the implementation of the traditional technology alleviates income inequality by increasing the income received by households in economically deprived regions.

Book excerpt: Expansion of emerging energy industries-unconventional natural gas extraction, wind power development, and corn-based ethanol production-in rural areas of the United States during the last decade has led, on average, to net gains in local employment. Unconventional natural gas (so-called because it uses unconventional extraction methods-hydraulic fracturing and horizontal drilling-to reach gas trapped in relatively impermeable shale and sandstone) had the biggest employment effect, largely reflecting the scale of the activity. Despite its relatively large employment effect, the effect of natural gas development is smaller than what prior simulation models projected. Estimates of employment impacts for wind turbines and ethanol plants, in contrast, are consistent with some earlier projections. This report synthesizes and builds on findings from recent studies led by U.S. Department of Agriculture, Economic Research Service researchers investigating the local economic effects of these energy industries.
