Book excerpt: La politique de privatisation entreprise au Maroc en 1993 constitue, en raison de son étendue, une expérience sans précédent dans ce pays, et présente selon le gouvernement marocain un moyen stratégique de changement de fonctionnement de l'économie marocaine. Après un rappel des raisons fondamentales de l'interventionnisme étatique au Maroc durant les années 60 et 70 et celles qui sont à l'origine de sa défaillance, l'étude présentée ici tente d'analyser la politique de privatisation menée par les responsables marocains à travers ses objectifs et les résultats obtenus jusqu'alors. Le jugement que l'on peut porter sur cette expérience à la lumière d'un bilan d'environ une cinquantaine d'opérations effectivement réalisées sur 114 privatisables, reste évidemment partiel. Toutefois, il apparaît que les principaux objectifs des pouvoirs publics – la réduction de déficit budgétaire, l'amélioration de l'efficacité économique, la sauvegarde et la création de l'emploi, la consolidation de la région et le développement de l'actionnariat populaire – ont connu dans l'ensemble un degré de réalisation insatisfaisant. En définitive, bien qu'un certain nombre de questions demeurent posées quant à l'avenir du rôle de l'Etat dans l'économie et à la rationalisation de secteur des entreprises publiques en particulier, et des politiques publiques en général, la politique de privatisation marocaine présentée comme une panacée par ses promoteurs, apparaît comme un échec au regard des problèmes de développement de l'économie et de la société marocaine, qui se sont accentués avec la mondialisation / privatisation.

Organized by the REHSEIS group (Research on Epistemology and History of Exact Sciences and Scientific Institutions) of CNRS (National Center for Scientific Research), the colloquium was held from 3 to 6 April 1990 in the UNESCO building in Paris. This colloquium was an idea of Professor Roshdi Rashed who initiated this field of studies in France some years ago, and proposed "Sciences and Empires" as one of the main research programmes for the The project to organize such a colloquium was a bit REHSEIS group. of a gamble. Its subject, reflected in the title "Sciences and Empires", is not a currently-accepted sub-discipline of the history of science; rather, it refers to a set of questions which found autonomy only recently. The terminology was strongly debated by the participants and, as is frequently suggested in this book, awaits fuller clarification.

Ribas-Mateos examines globalization and migration across the Mediterranean, using an innovative, integrated framework so as to map social places by describing how social, political, cultural, and economic forces are embedded within a globalizing environment. The author articulates an original and compelling narrative, mapping the Mediterranean as a global place where international and regional forces are intertwined in multiple threads. In doing so, she identifies two key components of globalization--affecting specifically forms of welfare and issues of mobility--in the context of a weakening European welfare state and the relocation and reinforcement of Mediterranean borders. Nine Mediterranean cities are investigated as "gateway" cities, which shape two major effects of globalization: welfare and mobility. The book challenges conventional North-South perspectives, and focuses and systematizes the way international migration should be conceptualized. The originality of the book results from the author's fieldwork, which is rich in descriptive detail, and from a theory centered around global perspectives. Seven case studies in Southern Europe--Algeciras, Athens, Barcelona, Lisbon, Naples, Turin, and Thrace--deal with issues related to migration and the welfare state. She also includes two ethnographies that represent two Mediterranean gateways in the North-South Mediterranean division: Tangiers (in Morocco) and Durres (in Albania), which are mapped as border-cities in the global Mediterranean context. Because of its intrinsically multidisciplinary nature, this superb volume will be of particular interest to academics and social science researchers as well as policymakers and international agencies. Although the list of conference papers reflects the paucity of scholarly work on Namibia during the 1960s and the early 1970s, it is nevertheless possible to find references to some valuable material.
