Dans ce contexte, la conviction est partagée que les réformes que connaissent les institutions politiques du pays ne peuvent réellement produire leur effet que dans la mesure où l'Etat dispose d'une administration publique moderne et capable de relever les nouveaux défis. En effet, l'administration marocaine a connu de nombreuses réformes au cours de cette décennie. Des expériences innovantes ont été menées dans de nombreux domaines. Malgré ces nombreux acquis, l'action de l'administration et son mode de fonctionnement font l'objet de critiques tant de la part de ses usagers que de la part de la société civile. L'organisation, le rôle et les missions des administrations doivent être repensés et adaptés à un envoronnement politique, économique et social en pleine mutation.

Book excerpt: In recent years, authoritarian states in the Middle East and North Africa have faced increasing international pressure to decentralize political power. Decentralization is presented as a panacea that will foster good governance and civil society, helping citizens procure basic services and fight corruption. Two of these states, Jordan and Morocco, are monarchies with elected parliaments and recent experiences of liberalization. Morocco began devolving certain responsibilities to municipal councils decades ago, while Jordan has consistently followed a path of greater centralization. Their experiences test such assumptions about the benefits of localism. Janine A. Clark examines why Morocco decentralized while Jordan did not and evaluates the impact of their divergent paths, ultimately explaining how authoritarian regimes can use decentralization reforms to consolidate power. Local Politics in Jordan and Morocco argues that decentralization is a tactic authoritarian regimes employ based on their coalition strategies to expand their base of support and strengthen patron-client ties. Clark analyzes the opportunities that decentralization presents to local actors to pursue their interests and lays out how municipal-level figures find ways to use reforms to their advantage. In Morocco, decentralization has resulted not in greater political inclusivity or improved services, but rather in the entrenchment of pro-regime elites in power. The main Islamist political party has also taken advantage of these reforms. In Jordan, decentralization would undermine the networks that benefit elites and their supporters. Based on extensive fieldwork, Local Politics in Jordan and Morocco is an important contribution to Middle East studies and political science that challenges our understanding of authoritarian regimes’ survival strategies and resilience.

While acknowledging the post-2011 transformations taking place in the region, this book brings to the forefront an understudied, yet crucial, aspect related to the uprisings, namely the interplay between continuity and change. Challenging simplified representations built around the positions that either ‘all has changed’ or ‘nothing has changed’, the in-depth case studies in this volume demonstrate how elements both of continuity, and rupture with the past, are present in the post-uprising landscapes of Morocco, Tunisia and Egypt. Public policy, contentious politics, the process of institution making and re-making, and the relations of power connecting national and international economies are at the core of the comparative investigations included in the book. The volume makes an important contribution to the study of North African politics, and to the study of political change and stability, by contrasting the different trajectories of the uprisings, and by offering theoretical reflections on their meaning, consequences and scope. Initié à ses débuts par des ONG de développement, ce mouvement rassemble une diversité d’acteurs sociaux (organisations associatives et syndicales, mouvements sociaux...), d’objectifs variés et de relations sociales multiformes convergeant vers l’altermondialisme qui se mobilisent dans les forums sociaux. Ces derniers constituent un espace de production, de reproduction et d’appropriation de l’espace public. La diversité des acteurs, des objectifs et des relations constituant l’altermondialisme nous amène à définir son identité comme étant plurielle et fluide. Par une approche sociologique qui se base sur l’analyse de ces acteurs à travers leurs rapports sociaux, l’étude a cherché à comprendre et à analyser les particularités de l’altermondialisme marocain. Cette approche permet de déterminer les formes de solidarités, les enjeux des altermondialistes, les adversaires et les alternatives proposées. Elle a, à travers l’analyse, mis aussi en exergue la lutte des acteurs altermondialistes, les méthodes de la contestation, le renouveau de l’action collective au Maroc et l’évolution dans le répertoire d’actions.
