However, a banking crisis erupted in January 1996, driven by a combination of ineffective bank supervision, poor bank practices, and deep-rooted sectoral imbalances. With financial support from the World Bank, Lithuanian authorities embarked on a broad economic reform program with two immediate objectives: the resolution of the banking system's operational and undercapitalization problems, and a reduction in the most severe imbalances in the economy. Volume I (see ordering information below) distills findings and conclusions and builds a policy action plan for fast stable growth. In addition to their nutritional values, they represent also a part of the cultural heritage of the people. Prospects for a sustainable dairy sector in the Mediterranean, preconditions for its development and the future consumers' demand were some of the issues covered by the papers presented at the EAAP - CIHEAM - FAO Mediterranean symposium. It was organised by the Tunisian Office for Livestock and Pastures and the National Agronomic Research Institute and sustained by the Government of Tunisia, FAO, ICAR and CIRVAL. Over 280 participants from 25 countries participated. The symposium identified a variety of technically viable and scientifically sound policy options and defined the main fields requiring further scientific research and the development of new sustainable technologies. The available technologies to address intensive, semi intensive and extensive production systems and the existing institutional framework (research, education, extension systems, organisation of the sector), although requiring continuous adjustments and improvements, have proved to be in a position to meet a variety of demands and challenges. In this respect, the Symposium called for an increase in research for the semi-intensive farming systems in the South and emerging issues resulting from changes in agricultural policies in the North. It emphasised the importance of producers1 associations as representatives of the interests of the sector and partners in the overall dialogue on policy matters and in the identification of research needs. The Symposium confirmed the wish and capacity of the dairy sector in the Region to contribute to the sustainable rural development, to the creation of new employment opportunities and to the reasonable and harmonious management of the natural resources.

Book excerpt: In the early part of this century, Argentina was one of the most affluent nations in the world. Since then, the Argentine economy has experienced long periods of stagnation and recession. Larry Sawers links the country's economic failure to the backwardness of the interior, which comprises 70 percent of the area of the country and in which nearly one-third of the population resides.The interior's poverty, according to Sawers, is caused by the scarcity of agricultural resources and by serious inequalities in the distribution of those resources. The region is poorly endowed, land has been degraded through abuse and overuse, and most farmers work tiny, unproductive plots. Moreover, most of the products of the interior are produced for highly protected domestic markets and face stiff competition and falling prices in world markets. Recent reforms in Argentina have dramatically aggravated the economic crisis of the interior.Sawers shows how the poverty of the interior has contributed to the dismal performance of the Argentine economy as a whole. He emphasizes the deleterious effects of extensive emigration from the interior to the major urban areas that are unable to absorb the human tide. Additionally, the national government has taxed the more prosperous regions in order to subsidize the interior, placing a severe drain on the federal government budget and worsening inflation. The effects of the interior's poverty on the nation are also political. Sawers argues that the backward political system in the interior exacerbates the worst features of the national political culture and governance, which in turn pose profound obstacles to economic progress.

The Bank's role in irrigation lending has been large--more than $30 billion (in current U.S. dollars) spread over some 600 projects. Only 200 projects have been in place long enough to be assessed. The overall performance record is good, but there is room for improvement.The report finds that there are still pervasive problems in maintenance and operation. Operating chaos prevails in most large canal systems in the humid tropics. In drier areas, drainage is the biggest environmental problem associated with irrigation. The author argues for upgrading existing systems, improving service, involving irrigators, and saving water where it is scarce.
