The publication explores a range of issues, such as: (1) threats to privacy that have developed through the Internet, (2) international legal standards on privacy and responses to these emerging issues, (3) complex intersections between the rights to privacy and freedom of expression, (4) UNESCO recommendations to states and corporations for better practice, (5) overview of literature, background material and tools on international and national policy and practice on privacy and freedom of expression on the Internet. In the coming years, UNESCO will specifically seek to disseminate information about good practices and international collaboration concerning the points of intersection between freedom of expression and privacy. Despite taking on many of journalism’s traditional roles, Facebook and other platforms, such as Twitter and Google, have presented themselves as tech companies—and therefore not subject to the same regulations and ethical codes as conventional media organizations. Challenging such superficial distinctions, Philip M. Napoli offers a timely and persuasive case for understanding and governing social media as news media, with a fundamental obligation to serve the public interest. Social Media and the Public Interest explores how and why social media platforms became so central to news consumption and distribution as they met many of the challenges of finding information—and audiences—online. Book excerpt: Innovations are adopted when users integrate them in meaningful ways into existing social practices. Histories of major technological innovations show that often the creative initiative of users and user communities becomes the determining factor in the evolution of particular innovations. The evolutionary routes of the telephone, the Internet, the World Wide Web, email, and the Linux operating system all took their developers by surprise. Articulation of these technologies as meaningful products and systems was made possible by innovative users and unintended resources. Iterative and interactive models have replaced the traditional linear model of innovation during the last decade. Yet, heroic innovators and entrepreneurs, unambiguous functionality of products, and a focus on the up-stream aspects of innovation still underlie much discussion on innovation, intellectual property rights, technology policy, and product development. Coherent conceptual, theoretical and practical conclusions from research on knowledge creation, theory of learning, history of technology, and the social basis of innovative change have rarely been made. This book argues that innovation is about creating meaning; that it is inherently social; and is grounded in existing social practices. To understand the social basis of innovation and technology development we have to move beyond the traditional product-centric view on innovations. Integrating concepts from several disciplinary perspectives and detailed analyses of the evolution of Internet-related innovations, including packet-switched computer networks, World Wide Web, and the Linux open source operating system, the book develops foundations for a new theoretical and practical understanding of innovation. For example, it shows that innovative development can occur in two qualitatively different ways, one based on evolving specialization and the other based on recombination of existing socially produced resources. The expanding communication and collaboration networks have increased the importance of the recombinatory mode making mobility of resources, sociotechnical translation mechanisms, and meaning creation in communities of practice increasingly important for innovation research and product development.

Book excerpt: This book describes the experiences of undocumented migrants, all around the world, bringing to life the challenges they face from the moment they consider leaving their country of origin, until the time they are deported back to it. Drawing on a broad array of academic studies, including law, interpretation and translation studies, border studies, human rights, communication, critical discourse analysis and sociology, Robert Barsky argues that the arrays of actions that are taken against undocumented migrants are often arbitrary, and exercised by an array of officials who can and do exercise considerable discretion, both positive and negative. Employing insights from a decade-long research project, Barsky also finds that every stop along the migrant’s pathway into, and inside of, the host country is strewn with language issues, relating to intercultural communication, interpretation, gossip, hearsay, and the challenges of peddling of linguistic wares in the social discourse marketplace. These language issues are almost always impediments to anodyne or productive interactions with host country officials, particularly on the "front-lines" where migrants encounter border patrol and law enforcement officers without adequate means of communicating their situation or understanding their rights. Since undocumented people are categorized as ‘illegal’, they can be subjected to abuse and exploitation by host country officials, who can choose to either tolerate or punish them on the basis of unpredictable, changeable, and even illusory or "arbitrary" laws and regulations. Citing experts at every level of the undocumented immigrant apparatuses worldwide, from public defenders to interpreters, Barsky concludes that the only viable policy to address prevailing abuses and inequalities is to move towards open borders, an approach that would address prevailing issues and, surprisingly, provide security and economic benefits to both host and home countries.
