This wildlife area was created in 1986 by the Canadian Wildlife Service of Environment and Climate Change Canada with the purpose of protecting important nesting sites for migratory birds, notably colonial seabirds, and particularly the Common Eider"--Page iii.

It was established in 1978 to protect the peninsula and islands of Wellers Bay in Lake Ontario for the benefits of waterfowl. Covering a total area of 41 hectares (ha), the NWA is comprised of a long, narrow sand spit known as the Baldhead Peninsula with three adjoining small islands: Bald Island, Fox Island, and Baldhead Island. The Wellers Bay NWA is 1 of 10 NWAs in Ontario. It is an International Union for Conservation of Nature Category IV Protected Area. The lands of the NWA are administered by the Canadian Wildlife Service (CWS) of ECCC under the Wildlife Area Regulations of the Canada Wildlife Act. This 2016 Wellers Bay NWA Management Plan is an update of the Management Plan: Wellers Bay National Wildlife Area (Lévesque, 1986), and replaces all previous versions"--Page iii, iv.

The plan is intended to serve as a working guide for the three refuges' management programs and actions over the next 15 years. Fish and wildlife conservation will receive the first priority in refuge management. Wildlife-dependent recreational activities will be allowed and encouraged as long as they are compatible with-and do not detract from- the missions of the refuges or the purposes for which they were established. The plan was prepared in compliance with the National Wildlife Refuge System Improvement Act of 1997 and Part 602 (National Wildlife Refuge System Planning) of the Fish and Wildlife Service Manual. The plan also meets the requirements of the National Environmental Policy Act of 1969 (NEPA) through the inclusion of an Environmental Assessment (Section B), which describes the alternatives that are being considered and their potential effects on the environment.
