With a view to the oft-seen political debates about which non- state actors may be independent or controlled by particular states, and in what ways they may be useful or harmful to the interests of particular actors, this volume is interested in analysing and assessing the relationship of NSAs to key state actors in the context of the politics of East-West relations. Key state actors in this context include more than just the United States (on the one hand) and the Soviet Union or Russia (on the other hand). To offer a structured overview, the volume explores possible typologies of the relationships conceivable between NSAs and states. New concepts and organising principles are presented, to support a process-tracing analysis of the evolution of proxy ships, partnerships and other types of connections between states and non-state actors. Degrees, sources and types of control and influence are considered. Further, the Handbook's chapters also examine NSAs’ impact on the dynamics of interstate conflict and cooperation in the East-West dimension. The systematic examination of the relationship between states and NSAs in East-West relations proposed here is the first undertaking of its kind. International scholarship in political science and strategic analyses have so far neglected to develop an analytical framework and a truly nuanced understanding that could capture the intricate and multilevel relationships that exists between NSAs and states in this context.

La responsabilidad de desarrollar una nueva territorialidad no solo debe recaer en las manos del Estado, sino también en las de la sociedad civil y los individuos, ejes de la reconciliación y la construcción de paz que comienza. El proyecto de una nueva sociedad resiliente capaz de superar las consecuencias del conflicto armado o nuevas formas de violencia será el resultado de la consolidación de una paz territorial en armonía con lo acordado en La Habana. Pero el texto del Acuerdo no es sino una semilla para lo que el país debe hacer en la etapa que comienza a atravesar. Colombia no se puede limitar a entender que la terminación de un conflicto bélico con un grupo armado específico es el último eslabón para la consecución de un país en paz. Al país le urge erradicar la violencia en todas sus expresiones: la sociedad debe eliminar actitudes, creencias y sectarismos que se cristalizan en prácticas conflictivas. Solo la ausencia de violencia tácita no es la suficiente para tener un país en paz, un país normal.

Acts of organized violence are not necessarily of human nature, but they are endogenous events arising within the an intrinsic part evolution of complex systems of social interaction. To be sure, all wars have features in common - people are killed and property is destroyed - but in their origin wars are likely to be at least as different as the social structures from which they arise. Consequently, it is unlikely that there can be a simple theory of the causes of war or the maintenance of peace. The fact that wars are historical events need not discourage us. On the contrary, we should focus our understanding of the dimensions of each conflict, or classes of conflict, on the conjuncture of causes at hand. It follows that the study of conflict must be an interdisciplinary one. It is or a penchant for eclecticism that leads to that conclusion, but the not humility multi-dimensionality of war itself.

Uno de los subproductos de aquel trabajo pionero fue el libro publicado por el PNUD, Pobreza, violencia y desigualdad: retos para la nueva Colombia (1991), y desde entonces Camilo Echandía, sus alumnos y alumnas, y los compañeros de equipo en los proyectos que desarrolla, como en este caso Irene Cabrera, vienen acumulando experiencia, perseverando y perfeccionando el registro, la medición y la representación de los hechos de violencia, sus protagonistas y sus víctimas, con el fin de extraer el mayor dividendo analítico posible. Y se puede rastrear su evolución desde entonces, en un esfuerzo que ha de demostrar todo su valor en el contexto presente. Considero, por ejemplo, que este trabajo ha de ser un insumo clave para lo que se denomina ya "paz territorial". Los estudiantes, nacionales o extranjeros, en particular aquellos en trance de hacer su tesis doctoral, y por ende obligados al recuento exhaustivo de lo que existe publicado sobre el tema que han escogido, comprueban la cantidad y calidad de los trabajos sobre nuestro país, el crecimiento exponencial de la literatura especializada sobre los asuntos más significativos, y, en particular, que no hay inhibiciones ni autocensuras acerca de los más virulentos. Y esa cualificación se puede constatar si echamos una mirada a los consabidos balances que los diversos intentos de negociación suelen suscitar.

It focuses in actions of information, dialogues, consultations, collaborations, and partnerships that are driving development in the region. From the findings of the diagnosis, 3 roadmaps were drafted, to guide the stakeholders in strengthening their engagement.
