Book excerpt: 1986 edition of a study to determine the motor carrier operating costs foreach of the provinces and territorial regions in Canada, with the MaritimeProvinces grouped together. The study relates operating costs to vehicleconfiguration, commodity characteristics, hauling distance, degree of utilizastion, regional area of operation, right-of-way conditions, and driverexpertise and attitude. The base case cost analysis used was explained inearlier editions, but variations remain as much the same as possible. Otherfactors taken into account are wage scales, payload types, equipment configurations, traffic conditions, topography and climate. Analyses werealso done for seasonality, interrelationship of costs to payload and interrelationship of costs to trip length. Issues addressed include fuelconservation technology, lease operator operation, and use oftrailer-on-flat-car technology.

The program is used to determine the effect of various factors on the overall fuel consumption of passenger cars in Canada. The factors studied include changes in average speeds and traffic volumes on urban streets, changes in average speed on rural highways and freeways, vehicle technology improvements and a shift in the percentage of driving done in each vehicle class. Data for the 1987 Canada passenger car fleet is used and realistic estimates of on-road fuel savings are given. The effect of cold start is not included due to a lack of reliable data.
