Book excerpt: A global estimate of the potential for rain-fed agriculture could provide an answer to the question “How much irrigation is required?” Global studies done to date have relied on course resolution climate data (0.5-1 degree arc). In this study a high-resolution climate dataset (10-minute arc) was combined with a soil water storage capacity map and a dynamic water and crop model to estimate the potential for rain-fed agriculture. The methodology applied here, based ona high-resolution climate dataset, allows analyses on a global scale without losing the smaller regional-scale issues.

John Waterbury applies collective action theory and international relations theory to the challenges of the ten Nile nations. Confronting issues ranging from food security and famine prevention to political stability, these countries have yet to arrive at a comprehensive understanding of how to manage the Nile’s resources. Waterbury proposes a series of steps leading to the formulation of environmentally sound policies and regulations by individual states, the establishment of accords among groups of states, and the critical participation of third-party sources of funding like the World Bank. Book excerpt: In this paper we explore the potential for a new approach to managing drought risk among rainfed rice producers in Odisha, India. Droughts have historically been a serious constraint to agricultural production in rainfed agricultural systems, with droughts resulting in significant reductions in both yields and cultivated area, in turn leading to significant impacts on rural livelihoods and food security. Scientists and policy makers have proposed various strategies for managing risks, with limited success. In this study we consider two such strategies, specifically drought-tolerant rice and weather index insurance. While neither drought-tolerant cultivars nor weather index insurance products are perfect solutions for adequately managing drought risk in and of themselves, there is scope to exploit the benefits of each and bundle them into a complementary risk management product, specifically through proper index calibration and an optimized insurance design. In this study, we explore preferences for such a complementary risk management product using discrete choice experiments in Odisha, India. We are able to estimate the added value that farmers perceive in the bundled product above and beyond the value associated with each of the independent products. We also show that valuations are sensitive to the basis risk implied by the insurance product, with farmers less enthusiastic about risk management products that leave significant risks uninsured.

Book excerpt: This is the first report to systematically evaluate and quantify the economic potential of Area C, which constitutes approximately 61 percent of the West Bank. The report reveals that lifting the restrictions on economic activity in Area C could have a large positive impact on Palestinian GDP, public finances, and employment prospects. Among other things, access to economic activity in Area C is expected to be a key prerequisite for building a sustainable Palestinian economy. However, full potential of the Area C could be materialized only if other restrictions on free movement of goods, labor and capital are removed and the overall business environment in Palestinian territories has become more attractive. The economic significance of Area C lies in that it is the only contiguous territory in the West Bank, which renders it indispensable to connective infrastructure development across the West Bank, and a relative abundance of natural resources situated therein. Area C offers large potential for the development of several sectors of the Palestinian economy: agriculture, stone and mineral processing, cosmetics, construction, tourism, and telecommunications. The report shows that access to economic activity in Area C could increase the Palestinian GDP by as much as 35 percent, the majority of this impact would stem from agriculture and Dead Sea minerals processing industries, as well as the multiplier effect, which has been estimated at 1.5. Although the importance of building connective infrastructure through Area C is discussed in the report, the quantification of this impact is beyond the scope of this report. An increase in GDP of 35 percent, although thought to be a conservative estimate, would be expected to result in at least $800 million increase in tax revenues for the Palestinian authority, which would drastically reduce its dependence on donor aid for financing chronic budget deficits.
