Book excerpt: This paper exploits the staggered adoption of major concurrent health reforms in countries in Europe and Central Asia after 1990 to estimate their impact on public health expenditure, utilization, and avoidable deaths. While the health systems all derived from the same paradigm under central planning, they have since introduced changes to policies regarding cost-sharing, provider payment, financing, and the rationalization of hospital infrastructure. Social health insurance is predicted to increase this share, although the leads of both social health insurance and primary care fee-for-service suggest endogeneity may be an issue with the outpatient share regressions. Provider payment reforms produce the largest impact on spending, with fee-for-service increasing spending and patient-based payment reducing it. The impact on avoidable deaths is generally negligible, but there is some evidence of improvements due to fee-for-service. Considering the corresponding relative reduction in inpatient admissions and the incentives fee-for-service provides to deliver additional services, perhaps there is an overprovision of services in the primary care setting and an underutilization of more specialized hospital services.

Book excerpt: This 2018 Article IV Consultation highlights that Czech Republic’s growth has been strong, broad-based and job rich. The economy grew at 4.4 percent in 2017, led by strong domestic demand. The unemployment rate fell to a record low of 2.3 percent in April 2018, even with increased participation. Meanwhile, headline and core inflation are close to the target of 2 percent. Growth is projected to remain strong this year, at 3.7 percent, but labor shortages are putting constraints on future growth. In the near term, a decline in global trade is a major risk for a small economy highly dependent on external demand, particularly from the euro area, but also indirectly from other regions given how tightly integrated is the Czech economy into supply chains.

Especially apparent were the lingering problems in the major banks and large segments of the corporate sector which led to an unsatisfactory economic performance. The root cause for the poor performance stems from the weak internal and external mechanisms of corporate governance. While the Czech government has made efforts to improve the situation, there are still elements of the restructuring agenda that remain largely absent. This report aims to assist the Czech authorities in their ongoing efforts to improve the overall institutional and legal framework for the restructuring of distressed enterprises and for new lending as well. It examines the present status, reviews the progress made, and provides recommendations for improvement.

The main goal of this thesis is to provide a framework for this decision making in the context of the formulation of long-term competitive strategy. The thesis is divided into two main parts. The first, theoretical one, should outline the approaches to strategic management in consulting companies with special focus on international expansion. It attempts to provide sound background to strategic management in order to answer the following: Which principles can be used to manage a consulting company successfully? How should FDI decisions be involved in the strategic management? Furthermore, a broader theoretical framework for analysing market opportunities will be introduced, which can be applied to any other market a company might decide to enter. An answer to the following question should be found in the text: What analytical proceedings should be carried out before final decision to invest in a country is made? The second, analytical part, will be based largely on the tools described in the first part. The goal is to provide detailed description of the business environment in the Czech Republic in order to give a qualified answer to the following question: Is Czech Republic a strategic opportunity for an IT consulting firm? It has been realised by many firms that the CEE market might have an attractive potential and therefore should be paid at least a minimal attention. Nevertheless, I do not want to overestimate its importance and on the following pages I will try to make a critical assessment whether the Czech Republic should be regarded as a potential opportunity or not. Last but not least, the provided theoretical frameworks and analysis of the Czech IT market can be regarded either as a form of present or future knowledge (i.e. something a company should have in order to sustain or develop its present market position).
