Book excerpt: This paper estimates the incumbency effects in elections to the House of Representatives of 45 states in the United States using a quasi-experimental research method, regression discontinuity design (RDD). This design isolates the causal effect of incumbency from other contemporaneous factors, such as candidate quality, by comparing incumbents and non-incumbents in close contests. I find that incumbents in state legislative elections have a significant advantage, and this advantage serves as a strong barrier to re-entry of challengers who had previously been defeated. However, the incumbency advantage estimated using the RDD is much smaller than are the estimates using existing methods, implying a significant selection bias in the latter.

Book excerpt: The regression discontinuity (RD) design is a valuable tool for identifying electoral effects, but this design is only effective when relevant actors do not have precise control over election results. Several recent papers contend that such precise control is possible in large elections, pointing out that the incumbent party is more likely to win very close elections in the U.S. House of Representatives in recent periods. In this paper, we examine whether similar patterns occur in other electoral settings, including the U.S. House in other time periods, statewide, state legislative, and mayoral races in the U.S., and national or local elections in a variety of other countries. No other case exhibits this pattern. We also cast doubt on suggested explanations for incumbent success in close House races. We conclude that the assumptions behind the RD design are likely to be met in a wide variety of electoral settings and offer a set of best practices for RD researchers going forward.

Book excerpt: A valuable extension of the single-rating regression discontinuity design (RDD) is a multiple-rating RDD (MRRDD). To date, four main methods have been used to estimate average treatment effects at the multiple treatment frontiers of an MRRDD: the "surface" method, the "frontier" method, the "binding-score" method, and the "fuzzy instrumental variables" method. This paper uses a series of simulations to evaluate the relative performance of each of these four methods under a variety of different data-generating models. Focusing on a two-rating RDD (2RRDD), the methods are compared in terms of their bias, precision, and mean squared error when implemented as they most likely would be in practice--using optimal bandwidth selection. The lessons learned from the simulations to a real-world example that uses data from a study of an English learner reclassification policy are also applied. Overall, this paper makes valuable contributions to the literature on MRRDDs in that it makes concrete recommendations for choosing among MRRDD estimation methods, for implementing any chosen method using local linear regression, and for providing accurate statistical inferences. Book excerpt: The regression discontinuity (RD) design offers identification of causal effects under weak assumptions, earning it a position as a standard method in modern political science research. But identification does not necessarily imply that causal effects can be estimated accurately with limited data. In this paper, we highlight that estimation under the RD design involves serious statistical challenges and investigate how these challenges manifest themselves in the empirical literature in political science. We collect all RD-based findings published in top political science journals in the period 2009-2018. The distribution of published results exhibits pathological features; estimates tend to bunch just above the conventional level of statistical significance. A reanalysis of all studies with available data suggests that researcher discretion is not a major driver of these features. However, researchers tend to use inappropriate methods for inference, rendering standard errors artificially small. A retrospective power analysis reveals that most of these studies were underpowered to detect all but large effects. The issues we uncover, combined with well-documented selection pressures in academic publishing, cause concern that many published findings using the RD design may be exaggerated.

Traditionally, RDD is considered in a two-dimensional framework, with a single assignment variable and cutoff. Treatment effects are measured at a single location along the assignment variable. However, this represents a specialized (and straight-forward) application of the design; a more generalized and flexible conceptualization of RDD allows researchers to examine treatment effects along a multidimensional frontier using multiple assignment variables (such as math and reading scores) and cutoffs. In Section 1 of this paper, the authors present the generalized RDD by describing its required components, the treatment effects estimated, and advantages and limitations of the design. In Section 2, they describe two analytic approaches for estimating treatment effects for the generalized RDD. The first is the "multivariate approach," which estimates treatment effects along a multi-dimensional frontier via a regression model. This approach is based on the assumption that the researcher can model the selection mechanism completely if all assignment variables and their respective cutoffs are known and observed (as is the case for many accountability policy studies that use RDD). The second is an extension of an approach originally used by Gill et al. (2007), which we call the "centering" approach. They show that both the multivariate and centering approaches yield identical average treatment effect estimates, though they have distinct advantages and limitations. In Section 3, they present an application of the "multivariate" and "centering" approaches in an RDD example that evaluates the impacts of missing AYP under NCLB on student with disability (SWD) achievement scores. They also discuss scenarios when neither approach is appropriate for estimating treatment effects. (Contains 4 figures.).
