Book excerpt: This paper estimates the incumbency effects in elections to the House of Representatives of 45 states in the United States using a quasi-experimental research method, regression discontinuity design (RDD). This design isolates the causal effect of incumbency from other contemporaneous factors, such as candidate quality, by comparing incumbents and non-incumbents in close contests. I find that incumbents in state legislative elections have a significant advantage, and this advantage serves as a strong barrier to re-entry of challengers who had previously been defeated. However, the incumbency advantage estimated using the RDD is much smaller than are the estimates using existing methods, implying a significant selection bias in the latter.

Book excerpt: This analysis focuses on the ties between publicly funded election systems and the reelection chances of state legislative incumbents. Proponents of these systems often argue that these systems can minimize the unsavory political influence of special interest money and wealth; make elections more competitive; and encourage challengers to run -- elements that may be detrimental to incumbent lawmakers. This analysis finds that pursuing election reform and winning reelection need not be diametrically opposed. This study uses data compiled by the Inter-university Consortium for Political and Social Research on state legislative election returns and controls for time, geographical region, Presidential election years, population per member in state legislative bodies, the number of opponents, political party, district type (single member district or otherwise), upper chamber seats, and professionalization. By examining election outcomes across the nation from 1990 through 2008, this study concludes that publicly funded election systems produce narrower margins of victory and increased challenger emergence. However, no statistical significance can be tied between publicly funded election systems and increased incumbency loss. Therefore, current lawmakers can enact these systems without resigning themselves to defeat.

Book excerpt: Pradeep Chhibber and Ken Kollman rely on historical data spanning back to the eighteenth century from Canada, Great Britain, India, and the United States to revise our understanding of why a country's party system consists of national or regional parties. They demonstrate that the party systems in these four countries have been shaped by the authority granted to different levels of government. Departing from the conventional focus on social divisions or electoral rules in determining whether a party system will consist of national or regional parties, they argue instead that national party systems emerge when economic and political power resides with the national government. Regional parties thrive when authority in a nation-state rests with provincial or state governments. The success of political parties therefore depends on which level of government voters credit for policy outcomes. National political parties win votes during periods when political and economic authority rests with the national government, and lose votes to regional and provincial parties when political or economic authority gravitates to lower levels of government. This is the first book to establish a link between federalism and the formation of national or regional party systems in a comparative context. It places contemporary party politics in the four examined countries in historical and comparative perspectives, and provides a compelling account of long-term changes in these countries. For example, the authors discover a surprising level of voting for minor parties in the United States before the 1930s. This calls into question the widespread notion that the United States has always had a two-party system. In fact, only recently has the two-party system become predominant.

Our legislatures, composed of members from two sharply disagreeing parties, are struggling to function as the founders intended them to. If we want to reduce the ideological gulf in our legislatures, we must first understand what has caused it to widen so much over the past forty years. Andrew B. Hall argues that we have missed one of the most important reasons for this ideological gulf: the increasing reluctance of moderate citizens to run for office. While political scientists, journalists, and pundits have largely focused on voters, worried that they may be too partisan, too uninformed to vote for moderate candidates, or simply too extreme in their own political views, Hall argues that our political system discourages moderate candidates from seeking office in the first place. Running for office has rarely been harder than it is in America today, and the costs dissuade moderates more than extremists. Candidates have to wage ceaseless campaigns, dialing for dollars for most of their waking hours while enduring relentless news and social media coverage. When moderate candidates are unwilling to run, voters do not even have the opportunity to send them to office. To understand what is wrong with our legislatures, then, we need to ask ourselves the question: who wants to run? If we want more moderate legislators, we need to make them a better job offer.
