Why do these conflicts arise in some local and regional contexts and not in others? How are social environmental movements constructed and sustained? And what are the alternatives? These are the questions that this book seeks to address. It is organized into three parts. The first provides a panoramic view of social environmental conflicts in Mexico and of alternatives that are being constructed from below in rural areas. It also provides an analysis of the recent reforms to open the country’s energy sector to private and foreign investment. The second is comprised of local-level case studies of conflict (and no conflict) in diverse geographic locations and cultural settings, particularly in relation to the construction of wind farms, hydraulic infrastructure, industrial water pollution, and groundwater overdraft. The third explores alternatives from below in the form of community-based ecotourism and traditional mezcal production. A concluding chapter engages comparative and global analysis.

Book excerpt: Waged between 1926 and 1929, The Cristero War (also known as The Cristero Rebellion or La Cristiada) resulted from a religious insurrectionary movement, which formed in protest of the Mexican Revolution's anticlerical constitution of 1917. It was arguably the most violent and divisive episode in Mexican history between the 1910 Revolution itself and the ongoing 'Narco Wars'. Filling in major gaps in our understanding of the conflict, Mark Lawrence explores both combatant and civilian experiences in the centre-west Mexican state of Zacatecas and its borderlands. Lawrence shows that, despite the centrality of this key region, it has received little scholarly attention compared with other states, such as Jalisco or Michoacán, which saw similar levels of conflict. In providing a greater understanding of Zacatecas during The Cristero War, Lawrence not only works to even out a major historiographical bias, but he also sheds greater light on the contours of religious conflict and political dissent in early 20th-century Mexican history. In particular, he illustrates how the dynamics of local politics had fundamentally affected the way that a broader movement was embraced (and rejected) at a sub-national level. As such, he offers all historians, irrespective of geographic or temporal specialization, a reminder not to make sweeping assumptions about the everyday nature of compliance and resistance at the local level.

Examining this defining process, distinguished historians focus on the evolution of Mexican liberalism from the perspectives of politics, the military, the Church, and the economy. Based on extensive archival research, the chapters demonstrate that--despite widely held assumptions--liberalism was not an alien ideology unsuited to Mexico's traditional, conservative, and multiethnic society. On the contrary, liberalism in New Spain arose from Hispanic culture, which drew upon a shared European tradition reaching back to ancient Greece. This volume provides the first systematic exploration of the evolution of Mexican liberal traditions in the nineteenth century. It is commonly a positive assessment of many elements of the physical and human environment (e.g. ecosystems and landscapes, monuments, customs, gender norms, religious practices, gastronomy, and livelihoods). Heritage and tourism are strongly related to each other in that heritage gives rise to tourist attractions and activities, and tourism enhances the designation of heritage sites. A post-humanist perspective the moral valuation of equality between humans and other animals demands that both are sentient beings and self-aware of their pain and pleasure. Thus, the involvement of animals as heritage elements by themselves or as an element of tourist consumption in heritage sites implies their commodification and lack of agency. As such, these practices are usually unethical, since they threaten the animals' primary interests: not to suffer, not to feel pain and to be able to live their freedom. This book contains chapters that reveal both the unethical interactions between humans and animals within heritage tourism, and those that show experiences in which efforts are made to minimize damage within the commercialization of animals involved as heritage themselves.

This fact has led many historians to assume that the Mexican system of government, established in the 1820s, is an imitation of the U.S. model. But it is not. In this interpretation of the independence movement, Nettie Lee Benson tells the true story of Mexico's transition from colonial status to a federal state. She traces the Mexican government's beginning to events in Spain in 1808–1810, when provincial juntas, or deputations, were established to oppose Napoleon's French rule and govern the country during the Spanish monarch's imprisonment. These provincial deputations proved so popular that ultimately they became the established form of government throughout the provinces of Spain and its New World dominions. It was the provincial deputation, not the United States federal system, that provided the model for the state legislative bodies that were eventually formed after Mexico won its independence from Spain in 1821. This finding—the result of years of painstaking archival research—strongly confirms the independence of Mexico's political development from U.S. influence. Its importance to a study of Mexican history cannot be overstated.
