Book excerpt: An essential history of how the Mexican Revolution gave way to a unique one-party state In this book Paul Gillingham addresses how the Mexican Revolution (1910-1940) gave way to a capitalist dictatorship of exceptional resilience, where a single party ruled for seventy-one years. Yet while soldiers seized power across the rest of Latin America, in Mexico it was civilians who formed governments, moving punctiliously in and out of office through uninterrupted elections. Drawing on two decades of archival research, Gillingham uses the political and social evolution of the states of Guerrero and Veracruz as starting points to explore this unique authoritarian state that thrived not despite but because of its contradictions. Mexico during the pivotal decades of the mid-twentieth century is revealed as a place where soldiers prevented military rule, a single party lost its own rigged elections, corruption fostered legitimacy, violence was despised but decisive, and a potentially suffocating propaganda coexisted with a critical press and a disbelieving public.

Chris Kyle renews that perspective by charting the history of a preindustrial region in the southern Mexican state of Guerrero. Examining the city of Chilapa and its surrounding countryside, he documents a region’s initial formation, subsequent evolution, and ultimate dissolution, brought about by the forces of industrialization. Feeding Chilapa traces the emergence of Chilapa as a textile center in the late eighteenth century, the reorganization of the city’s hinterland in the mid-nineteenth century, and the ultimate dissolution of the region in the mid-twentieth century. When improved transportation enabled the movement of cheap goods over long distances, subsistence and artisanal production declined or disappeared, and labor relations, settlement geography, and migration patterns were transformed. Kyle offers a new perspective on the immigration debate, exploring the factors that lead rural citizens to leave economically depressed regions for larger Mexican cities, border industries, or the United States. Written to be accessible to undergraduates, this volume offers a counterpoint to traditional community-based studies and our understanding of change in Latin America. Chris Kyle is Associate Professor of Anthropology at the University of Alabama at Birmingham and author of numerous scholarly articles on rural Mexico.

In Mexico these notions represented contested areas of the social terrain, places where generalized ideas about criminality transcended the individual criminal act to intersect with larger issues of class, race, gender, and sexuality. It was at this intersection that modern Mexican society bared its soul. Attitudes toward race amalgamation and indios, lower-class lifestyles and läperos, women and sexual deviance, all influenced perceptions of criminality and ultimately determined the fundamental issue of citizenship: who belonged and who did not. The liberal discourse of toleration and human rights, the positivist discourse of order and progress, the revolutionary discourse of social justice and integration sought in turn to disguise the exclusions of modern Mexican society behind a veil of criminality?to proscribe as criminal those activities that criminologists, penologists, and anthropologists clearly linked to marginalized social groups. This book attempts to lift that veil and to gaze, like Josä Guadalupe Posada, at the grinning calavera that it shields.

Unique sources, from trial transcripts to archival collections and oral histories, offer a new vantage point beyond geopolitics and ideologies to understand the central role that was played by everyday Nicaraguans. Focusing on the country’s rural north, Sierakowski explores how a diverse coalition of labor unionists, student activists, housewives, and peasants inspired by Catholic liberation theology came to successfully challenge the legitimacy of the Somoza dictatorship and its entrenched networks of power. Mobilizing communities against the ubiquitous cantinas, gambling halls, and brothels, grassroots organizers exposed the regime’s complicity in promoting social ills, disorder, and quotidian violence while helping to construct radical new visions of moral uplift and social renewal. Sierakowski similarly recasts our understanding of the Nicaraguan National Guard, grounding his study of the Somozas’ army in the social and cultural world of the ordinary soldiers who enlisted and fought in defense of the dictatorship. As the military responded to growing opposition with heightened state terror and human rights violations, repression culminated in widespread civilian massacres, stories that are unearthed for the first time in this work. These atrocities further exposed the regime’s moral breakdown in the eyes of the public, pushing thousands of previously unaligned Nicaraguans into the ranks of the guerrilla insurgency by the late 1970s. Sierakowski’s innovative reinterpretation of the Sandinista Revolution will be of interest to students, scholars, and activists concerned with Latin American social movements, the Cold War, and human rights.
