The synthesis describes the state of the practice with respect to procedures used throughout the United States and other countries to determine highway construction contract time, with emphasis on new methods in use. Transportation agencies must set reasonable times for completion of construction projects. Factors to be considered in determining contract time include materials, equipment, labor, cost, and constraints such as weather, traffic conditions, utilities location, and user convenience. This report of the Transportation Research Board covers the still pertinent procedures from NCHRP Synthesis 79: Contract Time Determination (e. g., critical path methods, linear scheduling, bar charts) as well as new methods in use (e.g., A + B methods, lane rental, flexible time-to- start). In addition to information on various methods to determine contract time, information on issues related to implementing procedures for contract time determination, from both agency and contractor perspective, is included.

As costs of highway projects increase with time, the importance of estimating highway construction contract time has increased significantly, thereby emphasizing the need for effective production rates due to the interrelatedness between the two. By reviewing the literature, various aspects of production rate estimation were identified including factors that influence production rates, production rate adjustment factors, and statistical methods, and current practices of the Montana Department of Transportation (MDT). The purpose of this research was to develop historical data driven estimates of production rates using daily work report (DWR) data in order to enhance current contract time determination practices.

Book excerpt: Production rates are significantly important for contract time determination procedures as these are essential for estimating the duration of every activity needed to complete a highway construction project. For this reason, many estimation systems, including Texas Department of Transportation’s Contract Time Determination System (TXCTDS), explicitly depict production rate data of work items considered important in highway construction projects. Though many systems and databases available in the public domain provide an abundance of production rate data, they provide different rates for comparable work items. This research focusses on the development of the Production Rate Resource, a single, easy to use reference of production rate data gathered from publicly available sources intended to be used by TXDOT contract time estimators. The resource was developed by gathering production rate information through conducting a literature review and organizing the found data into a well assembled Excel workbook. This arrangement contains Excel sheet tabs depicting the resource’s introduction, details of the included production rate sources, a summary of the included work items and their respective production rate data, and item worksheet tabs portraying the gathered production rate data for each work item. These item worksheets also contain production rate averages, graphs that allow comparison and analysis of the data through visual aid, and specific scope information provided by the original sources. A recommended process based on the critical path method (CPM) was also developed for conducting a contract time determination using the Production Rate Resource. The gathered production rate data was then tested by conducting two contract time estimations of actual TXDOT highway construction projects using the recommended process. The results were compared with TXDOT’s contract estimations for an in-depth analysis, and the findings led to significant improvements to the resource. The final assembly of the Production Rate Resource provides production rate data for 59 highway construction work items provided by six publicly available sources.

Book excerpt: This NAO report examines how the costs of building and improving roads are estimated and monitored from early forecasts through to the final cost of schemes. The Department for Transport has approved expenditure of over £11 billion between 1998 and 2021 for the development of new and existing trunk roads and motorways by the Highways Agency, and just under £1.7 billion on major road schemes proposed and developed by local authorities in five year Local Transport Plans. The report finds that robust estimating is a key factor in delivering value for money from road schemes but represents a difficult and challenging task given the timescale of major road projects and the number of potential variables, some of which are outside of the direct control of the Agency and local authorities, such as the outcomes of public inquiries and construction inflation. It recognises the work being undertaken to improve the Agency's estimating processes, and the Department's review of proposals put forward by local authorities. However, there is scope for further improvements, for example to improve the evaluation of completed schemes and examine costs against budget and the scheme's progress against timetable so that they have better information to prepare estimates, and improving how the Department and the Agency work together by better sharing of lessons learned with each other and local authorities.
