For each country it considers the ideological framework underlying the social welfare system and describes the historical development of both the system and the political and socio-economic context. Each chapter looks at the structure and administration of the systems in place and how these are financed. This is followed by a consideration of the nature of different parts of the welfare system, a survey of social security, personal social services and the treatment of the following key target groups: the aged; those with disabilities and handicaps; children and youth; disadvantaged families; the unemployed; and the sick and injured. Book A Moment of Equality for Latin America

Download or read book A Moment of Equality for Latin America written by Barbara Fritz and published by Routledge. This book was released on 2016-03-09 with total page 284 pages. Available in PDF, EPUB and Kindle. Book excerpt: Unlike other regions around the world, several Latin American countries have managed to reduce income inequality over the last decade. Higher growth rates and growing employment, but also innovative wage policies and social programs, have contributed to reducing poverty and narrow income disparities. Yet, despite this progress, nation-states in the region demonstrate little capacity to substantially change their patterns of deeply rooted inequalities. Focusing on the limits and challenges of redistributive policies in Latin America, this volume synthesizes and updates the discussion of inequality in the region, introducing the perspective of global and transnational interdependencies. The book explores the extent to which redistributive policies have been interlinked with the provision and quality of public goods as well as with structural changes of the productive sector. Inspired by structuralist and neostructuralist thinking of Latin American economists, such as Raúl Prebisch and Celso Furtado, authors question the redistributive impact of the interplay of recent macroeconomic, fiscal and social policies, particularly under left and center-left administrations committed to greater equality. Bringing together experts in social, fiscal and macroeconomic policies to investigate the interdependent and global character of inequalities, this book will appeal to scholars of sociology, economics, development and politics with interests in Latin America, inequality and public policy.

Download or read book Jobs for Growth written by Verónica Alaimo and published by Inter-American Development Bank. This book was released on 2015-09-21 with total page 276 pages. Available in PDF, EPUB and Kindle. Book excerpt: Jobs are essential for the growth of individuals and countries alike. Achieving personal fulfillment is harder without a job, just as an economy as a whole cannot develop without the impetus of the labor market. These two perspectives unquestionably go hand in hand: from the individual perspective, finding a good job is a legitimate aspiration for anyone who wishes to support oneself and one's family; from the societal perspective, creating more and better jobs is essential to the achievement of lasting and equitable growth. Jobs for Growth rests on this dual vision. This book examines the performance of the region's labor market and, based on this analysis, proposes an integrated package of measures for both personal growth (through successful career paths) and economic growth (through more high-quality jobs and higher productivity). Over the past two decades, the bullish economic cycle has yielded undeniable gains for labor markets in Latin America and the Caribbean (LAC), among them lower unemployment, improved job creation, and a substantial increase in wages. However, the situation on the horizon -stagnation of the region's growth and weaknesses in the global macroeconomic outlook- have increased the urgency to find solutions to today's most pressing labor problems. This volume shows that, despite the still-low unemployment rates, the region may find itself trapped in a vicious cycle of poor-quality jobs -a phenomenon especially visible in the high percentage of informal jobs (which are defined in this publication as those without access to social security benefits) and in the high proportion of very short-lived jobs. As the title Jobs for Growth indicates, breaking this cycle will require comprehensive policies that boost productivity.

Book State Under Siege

Download or read book State Under Siege written by Philip Mauceri and published by Routledge. This book was released on 2018-03-29 with total page 191 pages. Available in PDF, EPUB and Kindle. Book excerpt: Using a framework that highlights how societal and international factors have shaped state capacities, Philip Mauceri examines Perus volatile politics in the countrys move from a developmentalist state to neoliberalism. He explores the challenges to state authority during the military regimes reformist experiment, arguing that they were intensified in the 1980s by poor planning and limited policy choices. He then examines how social and international conditions have influenced the Fujimori regimes attempt to retool the state along neoliberal lines. }Using a framework that highlights how societal and international factors have shaped state capacities, Philip Mauceri examines the volatile politics in Peru from the Velasco through the Fujimori regimes as the country has moved from a developmentalist state to neoliberalism.Dr. Mauceri begins by reassessing the reformist experiment of the Peruvian military regime (19681980), arguing that it led to the development of unexpected challenges to state authority, both from new social actors and international financial organizations. During the 1980s, these challenges intensified, made even worse by poor planning and limited policy choices. The author then argues that the attempt by the Fujimori regime, backed by a neoliberal coalition, to retool the state indicates the degree to which state capacities are determined by social and international conditions. Mauceri also gives special attention to the relation between changing state power and social control. Separate chapters on the evolution of a Lima shantytown and the Shining Path examine how changes in state-society relations have had impacts at the grassroots level.
