The first chapter, "The Languages of Taleqan and Alamut," studies nineteen kindred language varieties spoken in the Sāhrud basin in central-western Alborz; the second, "Biābānaki Language Group," studies the vernaculars spoken in four villages in the historical district of Biābānak, located on the southern edge of the Great Desert in central Persia; while the third, "The Komisenian Sprachbund," treats seven languages spoken in and around Semnan, located halfway between Tehran and Khorasan. Each chapter addresses phonology, morphosyntax, and lexis, following the areal typological approach developed for West Iranian by Donald Stilo. This approach is complemented for the Biabanaki and Komisenian groups by the longstanding historical-comparative method. Special attention is given to ethnolinguistics and the language contact phenomenon, as well as the historical geography of each region.

With an estimated 150 to 200 million native speakers, these languages constitute the western group of the larger Indo-Iranian family, which represents a major eastern branch of the Indo-European languages. Geographically, the Iranian Languages are spoken from Central Turkey, Syria and Iraq in the West to Pakistan and western edged of Xinjiang Uygur Autonomous Region of China in the east. Iranian languages have long been among the major interests of the philologists and general linguists, and European scholars have made tremendous contributions to the study of this language family. In light of such efforts, now we know that the Iranian languages can be historically divided into three phases, that are old, middle and new Iranian languages, and the new Iranian languages may be generally grouped as Eastern and Western. In recent years, the orientation towards typology has led to the appearance of somewhat more ponderance on the subject but the work has not included description of some of the very important languages of the Caspian, and or of the religious minorities (such as those of the Zoroastrians or the Jewish community), of the four-fold Central Plateau dial.

Book excerpt: The Soviet Union is often characterised as nominally a federation, but really an empire, liable to break up when individual federal units, which were allegedly really subordinate colonial units, sought independence. This book questions this interpretation, revisiting the theory of federation, and discussing actual examples of federations such as the United States, arguing that many federal unions, including the United States, are really centralised polities. It also discusses the nature of empires, nations and how they relate to nation states and empires, and the right of secession, highlighting the importance of the fact that this was written in to the Soviet constitution. It examines the attitude of successive Soviet leaders towards nationalities, and the changing attitudes of nationalists towards the Soviet Union. Overall, it demonstrates that the Soviet attitude to nationalities and federal units was complicated, wrestling, in a similar way to many other states, with difficult questions of how ethno-cultural justice can best be delivered in a political unit which is bigger than the national state.
