Hence the prohibitory system; hence paper money; hence the celebrated aphorisrn, What one gains the other loses 5 and all the errors which have ruined the earth, and embrued it with blood.* After much research it has been found, that in order to make the two services exchanged of equivalent value, and in order to render the exchange equitable, the best means was to allow it to be free. How ever plausible, at first sight, the intervention of the State might be, it was soon perceived that it is always Oppressive to one or other of the contracting parties. When we look into these subjects, we are always compelled to reason upon this maxim, that equal value results from liberty We have, in fact, no other means of knowing whether, at a given moment, two services are of the same value, but that of examining whether they can be readily and freely exchanged. Allow the State, which is the same thing as force, to interfere on one side or the other, and from that moment all the means of appreciation will be complicated and entangled, This error will be combated in a. The opinions now laid before the reader are presented as corollaries necessarily following from the principles upon which Free Trade itself rests. The writer has also been careful to point out, that from these Opinions no justification can be derived for any proleceifig duty, or other preference given to domestic over foreign industry. But in regard to those duties on foreign commodities which do not operate as proteo tion, but are maintained solely for revenue, and which do not touch either. The necessaries of life or the materials and instruments of production, it is his Opinion that any relaxation of such duties, beyond what may be required by the interest of the revenue itself, should in general be made contingent upon the adoption of some corresponding degree of freedom of trade with this country, by the nation from which the commodities are imported. Whatever influences industry, influences production, but it does not follow, that, whatever in fluences production, influences industry. Book excerpt: Excerpt from An Essay on Political Economy The investing of foreign capital in this country has been a great factor in keeping up the wages of our workmen. It has offset the depressing effect of the large amount of labor that has been thrown on our labor market by immigra tion. It is estimated that there is between eight and ten thousand million dollars of foreign capital invested in this country, this brings an income of fully three hundred million dollars annually to its owners. So we see for the United States to pay its debts we must export at least threehundred million more than we import. This has put a leverage in the hands of foreign bankers, who control the foreign capital invested here. By taking their interest in gold they can depress the markets at will. By shipping in gold they can boom our markets. Market prices should be controlled by natural law 5 but to-day they are controlled to a great extent by foreign capitalists who can manipulate our gold supply at will. If the interest on foreign invest ments were paid in gold for two years we would have drained off all our gold supply. The effect of foreign capital going into South America and Australia so rapidly was to give an unnatural stimulus to business, creating an abnormal demand for labor at the time. As a consequence the cost of production rose rapidly, and when the English investor commenced to stop sending capital and demanded a return on his investment, the inevitable crash came.
