The term ‘critical’ does not refer to the adoption of a particular theoretical framework or methodology, but rather it refers to a very specific ethos or way of relating to the present and the belief that the future should not be the repetition of the past. This implies a concern about what is happening in our societies today and what could or should be happening in the future. As a consequence, the contributors to the book rely on a general notion of public policy that takes on board processes, practices, and discourses at a variety of levels, in diverse governmental and non-governmental contexts, and considers the relation of policy to power, to politics and to social regulation. Following the detailed introduction that aims at picturing the landscape of studies with a ‘critical education policy orientation’, the book presents re-readings of six policy challenges; globalization, knowledge society, lifelong learning, equality/democracy/social inclusion, accountability/control/efficiency and teacher professionalism. It seeks to contextualise these in relation to issues of current global concern at the start of the 21st century. Book excerpt: This open access book represents one of the key milestones of DESIGNSCAPES, an H2020 CSA (Coordination and Support Action) research project funded by the European Commission under the Call “User-driven innovation: value creation through design-enabled innovation”. The book demonstrates that adopting design allows us to embed innovation within the city so as to arrive at feasible answers to complex global challenges. In this way, innovation can become disruptive, while also sparking a dynamic of gradual change in the “urbanscape” it acts within. To explore this potential, the book puts forward the concept of “design enabled innovation in urban environments” and examines the part that the city can play in promoting and facilitating the adoption of design among public and private sector innovators. This leads to a potential evaluation framework in which a given urbanscape is assessed both in terms of its capacity for generating innovation, and of the nature (more or less design-dependent or design-prone) of the innovative initiatives it hosts. This thread of reasoning holds many promising implications, including a possible “third way” between those who dream of an alternative economic model where revenues and growth are sacrificed on the altar of social and environmental respect, and the supporters of the traditional market-based view, who feel it is enough to add a touch of responsibility and concern to a system that should continue rewarding the profitability of innovations.

The concept of'innovation systems' carries the idea that innovations do not originate as isolated discrete phenomena, but are generated through the interaction of a number of actors or agents. This set of actors and interactions possess certain specific characteristics that tend to remain over time. Such characteristics are also shared by national, regional, sectoral and technological interaction systems. They can all be represented as sets of [institutional] actors and interactions, whose ultimate goal is the production and diffusion of knowledge. The major theoretical and policy problem posed by these systems is that knowledge is generated not only by individuals and organisations, but also by the often complex pattern of interaction between them. To understand how organisations create new products, new production techniques and new organisational forms is important. An even more fundamental need is to understand how organisations create new knowledge if this knowledge creation lies in the mobilisation and conversion of tacit knowledge. Although much has been written about the importance of knowledge in management, little attention has been paid to how knowledge is created and how the knowledge creation process is managed. The third component of the research triangle concerns complexity.
