Book excerpt: In 1983, when he was 80 years old, Leo Gross compiled 45 of his essays which had been published in scholarly journals and other collections from 1945 to 1984. The collection was published in two volumes by Martinus Nijhoff Publishers and Transnational Publishers in 1984, with a Preface by Judge Stephen M. Schwebel of the International Court of Justice. The collection has been out of print for some time. In response to many requests, the Publishers have now decided to issue a shorter, one-volume collection, the selection from the 1984 books having been carried out by Professor Alfred P. Rubin, who occupied the office adjoining that of Leo Gross in the Fletcher School for no less than seventeen years. In his impressive and illuminating Introduction to this one-volume collection, Alfred Rubin pays tribute to his former colleague and points to a number of the most impressive features of the Gross essays. In discussing the criteria of his choice, he concludes: `Tough choices had to be made to present the reader with the widest and deepest selection of the works of a wide and deep mind. The bottom line was always the utility of the selection to the next generation of students of public international law and organization. '

The second one considers different types of legal instruments in settings of international law, and explains how to read a multilateral convention, using the Convention for the International Sale of Goods as an example. Book excerpt: In October I873, as every Conference Report recalls, the Associ ation for the Reform and Codification of the Law of Nations was founded in Brussels (Belgium). At the Brussels Conference of I895 the Association's name was changed and ever since it has been "The International Law Association". On August 30 and 3I and September I, I973, a Centenary Cele bration will be held in the Association's place of birth. In the course of preparations made for this triduum, plans were also laid by the Executive Council for a Centenary Volume to mark the event. The formula adopted for the book was mostly based on contributions by Chairmen and/or Rapporteurs of International Committees of the Association who were asked to shed light on "the present state" of their subject. Hence the title of the Volume. For good measure, vari ous other topics not coming under the terms of reference of Inter national Committees were added. Almost all of the authors invited responded favourably, and their studies are to be found in Part II, arranged in sections which have no other justification than the Editor's whim. It should be pointed out that Chairmen and/or Rapporteurs of International Committees wrote their articles a titre personnel and, therefore, cannot be deemed to express opinions held by their Com mittees as such. Part I contains the "other essays", dealing with the Association itself rather than with the present state of international law.

They were drawn up on the basis of eight reports submitted by the Special Rapporteur, Professor, now Judge Roberto Ago. An introduction written by Shabtai Rosenne traces the history of the official codification of the topic of State Responsibility since the League of Nations first broached the matter in 1924. State Responsibility is central to the daily practice of international law, & its systematic treatment is central to the codification process. The International Law Commission is continuing work on the topic. In the meantime, the articles of Part One, now concentrated for the first time in a single volume, are the major starting point for this work. This volume will be of great value to practitioners, teachers & students of international law. Shabtai Rosenne was a member of the International Law Commission from 1962 to 1971, when the basic decisions regarding the approach to the current phase of the work were taken.
