Essay I examines household-level survey responses to the question "How willing would you be to pay somewhat higher taxes to the government if you knew the money would be spent to protect the environment and prevent land, water and air pollution?" Specifically, for twelve developing and three developed countries included in the survey, the empirical relationships among willingness to pay for environmental quality, relative household income and national income are investigated. The results indicate that when the effects of household and national income are combined, households with below-average income in low-income countries are less willing to pay for environmental protection than those with above-average income in high-income countries. Furthermore, willingness to pay for environmental protection increases more significantly with relative household income than with national income. Essay II uses data from urban Bolivia to study the determinants of household fuel choice, an important link between deforestation and indoor air pollution in developing countries. In particular, the effects of fixed fuel costs, income growth, and female earned income on household fuel choice are examined. The results imply that reduction in firewood use in developing countries is not likely to occur simply as the result of income growth. The essay discusses possible policy implications based on the results that fixed fuel costs appear to be a deterrent to switching to a cleaner fuel and households with female earned income seem less likely to use firewood than other households. Essay III analyzes the equity implications of the elimination of fuel subsidies in the 1985 Bolivian economic reforms. An analysis of the direct static burden shows that while the elimination of gasoline subsidies was progressively distributed, the elimination of LPG and kerosene subsidies was regressive. Overall, the impact was close to proportional. However, including the indirect effect of urban transportation fare increases adds to the regressivity of the subsidy removal, while including the partial equilibrium effects implies a more progressive burden.

New approaches in development economics have in recent years started from the premise that we cannot successfully deal with poverty unless we also deal with vulnerability—but not only vulnerability to income poverty but also vulnerability to various others hazards—such as climate, conflict, macroeconomic shocks and natural disasters. This book provide insights into new approaches in conceptualising and measuring vulnerability. It includes chapters dealing with advanced issues such as the compilation of economic vulnerability indices (EVIs) on a macro-level, of conceptualizing and measuring local vulnerability across regions in a country, and of measuring the flip-side of vulnerability, namely resilience. The book also explores the sensitivities of the various measurements of vulnerability to vulnerability lines, poverty lines, and permanent income, with consideration to some of the most vulnerable groups in developing countries. Demographers relied almost exclusively on demographic transition theory as their para digm for understanding the role of development in population change and fertility decline. Conversely, most development economists and other specialists were certainly aware of the constraints placed upon development objectives by population growth. However, the main de velopment theories paid little attention to population and the implica tions of population growth for development. Indeed it was not until after the World Population Conference in Bucharest in 1974 that the interaction of population and development became a serious and pur posive theme for social scientific study. Accordingly, since about the mid-1970s, an extensive literature in the field of population and develop ment has been generated. And in 1975, under the auspices of The Popu lation Council, the journal Population and Development Review was found ed, a journal which in the past decade has developed into the premier publication in the world for work in this area. But our understanding of development as it refers to change in Third World countries remained fragmented. Moreover, our understanding of the linkages and interac tions between population and development was very limited. It is in this regard that Ozzie Simmons's Perspectives on Development and Population Growth in the Third World will certainly have an impact.

Book excerpt: The increasing volume of remittances and public transfers in rural areas of the developing world has raised hopes that these cash inflows may serve as an effective mechanism for reducing poverty in the long term by facilitating investments and raising productivity, particularly in agriculture where market failures are most manifest. This book systematically tests the empirical relationship between cash transfers and productive spending in agriculture amongst rural households in six different countries of the developing world. Together, the studies point to little impact of migration and public and private transfers on agricultural productivity, instead facilitating a transition away from agriculture or to a less labour intensive type of agriculture. From a policy perspective the studies raise the question of how to maintain rural economies, as migration and social assistance are unlikely to provide a sustainable way to overcome rural poverty in the long run for those that remain in rural areas. For the foreseeable future, agriculture will play an important role in alleviating poverty and sustaining growth in rural areas. Yet, public and private transfers are not providing much of the impetus needed to raise the sector’s productivity. Whether the transfers are invested in agriculture will ultimately depend on the attractiveness of the sector, which is largely determined by the policies of governments and donors.
