Book excerpt: This dissertation is a compilation of three essays that investigate how increasing women's access to political and economics resources in the United States influences investments in the human capital of children and helps shape decisions around family formation in the country. In doing so, it documents the evolution of decision making of women in the U.S. over the last century, and shows how key shifts in policy and wage-enhancing technological change facilitated this transition. The essays pair cutting-edge econometric techniques with novel empirical designs to estimate causal impacts of women's increasing access to these resources. The first chapter examines the effect of the enfranchisement of women in early 20th century United States on the long term educational outcomes of children growing up during and after the passage of suffrage laws, and is co-authored with Esra Kose and Elira Kuka. This essay contributes to a growing literature which provides evidence that increasing the political power of women leads to a growth in investments in children in the short term; but which thus far has not measured the long-term implications on children's "success", in particular for the educational attainment of individuals. We investigate the effect of women's political empowerment on the human capital of children by exploiting plausibly exogenous variation in U.S. state and federal suffrage laws. We estimate that exposure to women's suffrage during childhood leads to large increases in educational attainment for children from economically disadvantaged backgrounds, in particular blacks and Southern whites. The results suggest that the redistribution of resources following suffrage contributed to a convergence of educational outcomes by raising the attainment of groups with low baseline levels of education. The second chapter establishes a credible link between the significant reduction in the gender wage gap between 1980 and 2010 and the coinciding shifts in family structure. It is motivated by the fact that family structure in the United States has shifted substantially over the last three decades, yet the causes and implications of these changes for the well-being of family members remains unclear. The empirical strategy exploits task-based shifts in demand as an exogenous shock to sex-specific wages to demonstrate the role of the relative female to male wage in the family and labor market outcomes of women. The results show that increases in the relative wage lead to a decline in the likelihood of marriage for those on the margin of a first marriage, and present suggestive evidence that these effects are concentrated among less-desirable matches. A higher relative wage also causes women to increase their hours of work, reduce their dependence on a male earner, and increase the likelihood of that they raise children outside of marriage. These findings indicate that improvements in the relative wage have facilitated women's independence by reducing the monetary incentive for marriage, and can account for 20% of the decline in marriage between 1980 and 2010. The third chapter builds on the findings made in the first two chapters, and explores the implications of changes in male and female wage opportunities for child achievement. It contributes to a large literature that has shown that a child's academic success and physical development are strongly influenced by family income, but which has less evidence on whether whether the source of income also matters. The empirical strategy takes advantage of national shifts in the return to occupations over this time period as a source of exogenous convergence of wages across sexes in a marriage market. In contrast to previous findings, the results do not show that a higher female to male wage ratio significantly improves children's outcomes, although the confidence intervals allow for an important positive or negative effect. Auxiliary analyses which use observed relative household income produce a qualitatively different, negative and statistically significant effect of relative wages on children's development, which is likely a reflection of an omitted variable bias. Sources of the imprecision in the estimation are discussed.

Book excerpt: This dissertation is comprised of three independent research papers, which broadly focuses on the introduction and outcomes of policies concerning children's health and education. Although the chapters are related in theme, the objective, scope and empirical strategy of each paper differs. The first chapter, "How Did SCHIP Affect the Insurance Coverage of Immigrants Children?" (with Thomas Buchmueller and Anthony Lo Sasso), focuses on the passage of the State Children's Health Insurance Program in the late 1990s, which expanded public insurance eligibility and coverage for children in "working poor families". Despite this success, over 6 million children are eligible for public insurance, but remain uninsured. The study focuses on children born to immigrant parents because of their low rates of insurance coverage and unique enrollment barriers. The results indicate SCHIP was successful in increasing overall insurance take-up and in reducing disparities in access to health insurance coverage. The second chapter, "Looking Beyond Test Score Gains" determines whether the introduction of school accountability programs (prior to the No Child Left Behind Act in 2001) affected individuals' educational attainment and labor market outcomes. The effects are evaluated along two dimensions: differences in the length of program exposure and variation in program quality. The results indicate school accountability had mixed success in increasing outcomes across gender and racial/ethnic groups. They also suggest the heterogeneous treatment effects are consistent with some of the unintended consequences documented in the school accountability literature. The third chapter, "The Role of Education on Health Behaviors, Investments and Outcomes", uses a new combination of instrumental variables to predict individuals' schooling and determine whether there is a causal effect of education on young adults' health behaviors. The instruments rely on changes to state policies, dating back to the 1970s, that dictate when children are permitted to start and stop attending school. The results indicate education not only decreases the likelihood of smoking, heavy drinking and obesity, but affects the frequency of these behaviors and degree of obesity. Education also promotes behaviors that are akin to health investments, such as increasing sunscreen use and the receipt of preventive services.

For the first time in history, women enroll in and complete more education than men in many countries, yet little is known about the causes of this striking change. Currently women comprise half of all students enrolled in higher education around the world. Yet women's progress in education has been uneven, and fields of study remain highly sex segregated. Women earn 30 percent of science, technology, engineering and math (STEM) degrees cross-nationally. Education exerts an enormous influence on individual's life outcomes and society's progress; therefore understanding gender inequalities in education is crucial. Why are women earning more education than men around the world? And why are men over-represented in STEM fields? My dissertation uses three distinct approaches to answer these questions. First, I identify the forces that are driving variations in the size of women's share of enrollment in higher education cross-nationally. Analyzing country-level data from 131 countries, I find that countries with greater linkages to the world polity, more liberal ideologies and support for women's rights as well as more rapid educational expansion are associated with a larger share of women enrolled in higher education. But, I find that features of a country's labor market and fertility norms are the strongest predictors of the gender gap in tertiary enrollment. Countries with larger percentages of the labor force working the service sector, a larger share of women working in professional occupations and lower fertility rates are associated with a larger share of women enrolled in higher education. Second, I establish the relationships among national contexts and individual's backgrounds that determine gender gaps in educational attainment across 37 European countries. Using multi-level modeling, I find that men are more vulnerable to growing up in homes with absent fathers or low-educated parents, and this contributes to their lower likelihood of completing a university degree. Furthermore, men's educational attainment is strongly affected by a country's labor market. In countries with larger industrial sectors and trade unions, men's likelihood of completing university is lower. For women, educational expansion increases university completion. In countries where education systems expanded more rapidly, women are more likely to complete a university degree. Third, I investigate why adolescent girls are less likely to expect to work in a STEM occupation compared to boys across 30 European countries. I find that boys are more likely to expect to work in STEM careers because of their higher perceived science ability, enjoyment of science and math ability compared to girls. Women's status and gender ideologies within a country affect the male-favorable gender gap in STEM career expectations. In countries where men's and women's positions are more equal in education, the labor market and politics, the gender gap in STEM career expectations in smaller. In countries with more traditional attitudes towards women's role as mothers, the gender gap in STEM career expectations is larger.

Book excerpt: The first essay looks how the disability wage gap as well as the gender, race, and ethnicity wage gaps are affected by macroeconomic conditions. Even though a large literature looks at the trends of these wage gaps, very little research considers their cyclicality. I use the SIPP linked to administrative earnings records to look at how these gaps vary with local labor market conditions from 1978 to 2010. For annual earnings, the disabled and blacks seem to fare better than their counterparts as labor market conditions worsen while women seem to fare worse than men, and the results are mixed for Hispanics. For hourly earnings, the results are largely mixed and inconclusive. There is also evidence that these results vary by decade. The second essay asks whether the gender gap in total compensation is smaller than the gender wage gap. One potential explanation for the observed gender wage gap is that men and women value the nonwage aspects of a job differently. I construct two individual level measures of total compensation - one using supplemental CPS data on employer contribution to health insurance premiums and one using the NLSY linked to employer cost data. I find that the observed gender gap resulting from these measures of total compensation is almost identical to the observed gender gap in wages. The third essay considers how parents allocate scarce resources among children with different levels of initial endowment. Parents that are interested in maximizing the return on their investment might reinforce initial conditions, but parents motivated by equity might compensate. I use the SIPP to directly measured health endowment as whether the child has any health conditions and parental investment as the frequency with which parents do various activities with each child. The results show that there is some evidence that parents do not invest equally in children of different health endowments, but the evidence is far from overwhelming. Moreover, the results differ depending on parents' education and the children's age group. In general, these results seem to indicate that pattern of parental behavior depends crucially on the specific investment.

The first chapter examines the effects on village institutions of introducing formal financial institution options into the village. The second addresses the effects of government policy on educational investment and crime. The third tests the explanatory power of various explanations of the gender gap in math test scores. The first chapter examines the effects of a transition from a ``traditional'' economy based on an uncertain source of income, with risk fully insured away by one's neighbors in a social network through costly network ties, to a ``modern'' economy in which some agents have access to partial insurance at a lower cost. A theoretical model is used to show that village social networks can break down as some members of the village no longer need the insurance the social network provides, producing a reduction in welfare (if the costs of reducing moral hazard are not too high) for at least some individuals and possibly the village as a whole. This loss of welfare can occur even when networks provide other benefits to those belonging to them and is likely to be heterogeneous, depending on the opportunities and networks available to individuals. This paper tests these predictions using Indonesian data to examine the effect of a change in the banking institutions available to a community on the strength of social networks (measured by community participation) and welfare (measured by household expenditure and by child health). The analysis finds that changing financial institution availability in general does not influence community participation or welfare, but that financial institutions that primarily serve certain groups do relatively reduce the welfare of households not in those groups, which is consistent with the hypotheses generated by the model. Crime is an important feature of economic life in many countries, especially in the developing world. Crime distorts many economic decisions because it acts like an unpredictable tax on earnings. In particular, the threat of crime may influence people's willingness to invest in schooling or physical capital. The second chapter explores the questions "What influence do crime rates and levels of investment have on one another?" and "How do government policies affect the relationship between investment and crime?" by creating a simple structural model of crime and educational investment and attempting to fit this model to Mexican data. A method of simulated moments procedure is used to estimate parameters of the model and the estimated parameters are then used to carry out policy simulations. The simulations show that increasing spending on police or increasing the severity of punishment reduces crime but has little effect on educational investment. Increased educational subsidies increase educational investment but reduce crime only slightly. Thus, one type of policy is insufficient to accomplish the goals of both reducing crime and increasing education. The third chapter is joint work with Prashant Bharadwaj, Giacomo De Giorgi, and Christopher Neilson. Boys tend to have better performances than girls in mathematical testing; in particular, there are significantly more boys than girls among high achievers and the score distribution appears to have a longer right tail for boys. We confirm such results on several low- and middle-income countries. In particular we find that the gender gap is already present by age 10 and substantially increases by age 14 and 15. We propose and try to test a series of explanations for such a gap: (i) parental investment, (ii) ability, (iii) school resources, (iv) individual investment and effort (not tested directly), (v) competitive environment, and (vi) cultural norms. We conclude that none of our proposed explanations can account for a substantial portion of the gap.

Book excerpt: Understanding the constraints that households face when making decisions on fertility, education, and health is beneficial for effective interventions aimed at enhancing investments in human capital, promoting gender equity, and reducing poverty. This dissertation consists of four essays that analyze the nature, performance, and determinants of fertility, child education, and nutritional status in a developing economy. The first essay identifies peculiar constraints, including gender preference and income uncertainty that households face when making fertility and schooling choices. The underlying assumption in the theoretical analysis is that in the absence of formal risk and capital markets, households may revert to informal risk sharing arrangements with their children. In addition, parents take into account gender differences in labor market outcomes. Given this premise, fertility and schooling choices are analyzed using expected utility and parental and children's lifetime income functions. The results show that gender preference augments the effect of income uncertainty on fertility. In this setting, family size and composition have gender-differentiated impacts on education. The second and third essays test the theoretical results using the Ethiopian Demographic and Health Survey data. The second essay estimates alternative specifications of count data models of lifetime fertility goals for different sample categories. The models are controlled for possible sample selection bias due to non-response in the data. Results confirm that the presence of gender preference augments the impact of income uncertainty on fertility, particularly in rural households. The third essay examines children's school enrollment status and highest grade attained. Results from binary and ordered probit as well as fixed effect models show that disaggregating the household by gender and age reveals important information on the relationship between family size and education. Most importantly, the effects of family size and composition are larger on the girls' education than on the boys'. The fourth essay analyzes the effect of maternal education and its pathways on child nutrition. The pathways examined are health-seeking behavior, knowledge of health and family planning, reproductive behavior, and socioeconomic status. Logistic regression results show that maternal education and its pathways are more relevant and robust in explaining chronic than acute child malnutrition.
