Book excerpt: Excerpt from Municipal Administration Much has been written on various aspects and problems of municipal administration, and some brief general outlines have also appeared; but nothing has thus far been published which can claim to be more than a partial or an elementary treatment, as indeed the authors would be the first to admit. This stage of fragmentary writing has been a necessary and an important one is developing the discussion and literary treatment of a new subject of large and growing significance. It would seem, however, that the time has now come for a more comprehensive and more systematic treatise, and it is an attempt in this direction that the writer makes bold to present this work. The title, "Municipal Administration," probably conveys a general idea of the subject to the minds of readers. Yet such is the vagueness and uncertainty with which words are used that it will be worth while to make the conception more exact by some definition of terms. Administration is a general term with the widest range of meaning, applying to the management of any kind of business. In reference to public affairs, administration is the detailed execution of general policies, the application of laws. It is to be contrasted and distinguished from legislation, and is indeed the work of public officials, established and set in operation by legislative measures. Municipal administration is that branch of public administration intrusted to municipal officials. The duties of such officials are almost exclusively of an administrative rather than a legislative character; and for that reason the title given is preferred to the less definite term "municipal government." Book excerpt: Excerpt from National Municipal Review, Vol. 1 It is unnecessary, in addressing a body like the National Municipal League, to disclaim any thought that the commission form or any form of government is in itself a panacea for municipal ills. At the same time it must be conceded that the introduction of the commission form has been accompanied by very material improvement in municipal administration in those communities where the experiment is being tried. This improvement has been most marked in the matter of finances, (which are sadly in need of attention in all American municipalities), and of certain public functions like the care and maintenance of the streets. There has also been a marked improvement in the supervision and management of municipal utilities, whether run directly by the city or by private concerns. The explanation for this lies in the fact that the responsibility is concentrated upon officials who have adequate authority to produce results, and who know that in the eye of the people they are responsible. Bureaus of municipal research speak with aptness and propriety of the necessity of a "mayor's eye" which shall be all-seeing and far-seeing, and which shall be directed to all phases of municipal administration. Highly important though the "mayor's eye" is, still more important has been the "public eye," which has gained in strength and clarity with the growth of a sound educated public opinion in municipal affairs. In no one field has this "public eye" been more conspicuously developed than in the matter of municipal utilities franchises. When the League first began the agitation for a more rigid enforcement of franchise laws and demanded a more adequate supervision of them in the interests of the whole people, there was very little interest manifested. The suggestion that franchises should be granted for short terms, with increased power of supervision in the hands of the city authorities, received scant public support. Thanks to the very active agitation which has been carried on in the intervening period, the insistence on long-time franchises no longer prevails; and we find corporations, civic organizations and public officials uniting for the drafting of franchise ordinances that will at one and the same time serve the ends of the public, guarantee a safe return on a reasonable valuation of the investment, and subserve the convenience of the users of the utility. While it is quite true (as the governor of Wisconsin pointed out in a recent address) that the public interest has always in the eye of the law justified regulation in behalf of the people as a whole, nevertheless the tendency for many years was to disregard the public and its interests, on the principle that it had no rights which a corporation was bound to respect. We find in all cotintries large aggregations of persons in small areas which are variously called cities or urban communities. The mere existence of such aggregations presents peculiar phenomena. We ask the questions: How did these aggregations come about? and, How are they constituted! that is, What are the characteristics of urban populations! These questions are of a sociological nature. When we speak of the city or urban community as a mere aggregation of persons we are therefore using the term in a sociological sense. But the presence of these aggregations causes problems to arise which are not sociological in character. For these aggregations must have a governmental organization. Not only must they have such an organization but their problems being peculiar, owing to the density of their population, that organization must be different from that which is accorded to rural communities. When, therefore, we speak of a city or urban community as a governmental organization we are using the term in a political rather than a sociological sense. Book excerpt: Excerpt from Municipal Monopolies and Their Management The earlier portion of Mr. Sinclair's Essay is occupied with a statement of the conditions affecting the industries in question, and a discussion of the various considerations which have to be taken into account in the determination of muni cipal policy. Herein he is, to a large extent, traversing ground already examined by others; and such usefulness as the Essay will possess will be derived from its comparative completeness and its systematic arrangement. The later part of the Essay, however, is, in my opinion, of higher value; for it is, as far as I know, the first impartial attempt that has yet been made to compare the financial position of public with that of private undertakings. This comparison ought to do somewhat to moderate the ardour of extremists on either side. Into the detail of Mr. Sinclair's argument it is not desirable to enter in this note. But there are two aspects of the subject' which he has not touched, and upon which some observations may not be out of place. An enlargement of municipal' action in relation to monopolistic industries has been very widely supported, especially in the United States, in the belief, which has been freely expressed, that it would be a step in the direction of Socialism, or Nationalism. Such advocacy can scarcely be regarded as altogether wise. In the first place, it implies that we can formulate a much more definite conception of the future organization of society than is permitted by an intelligent belief in social evolution. In the second place, it arouses the Opposi tion of men who would otherwise be ready to assist in a practical reform and allows those who are struggling to retain in their own hands the advantages of monopoly to shelter themselves behind the principle of industrial freedom It would be at once more scientific and more expedient, if the advocates of muni cipal action would allow that, as the world is now constituted, individual enter. Prise has obvious advantages, and then go on to point out that in the case of certain city industries these advantages cannot be obtained, since, from the nature of the case, competition is there impossible. What the common sense citizen has to understand is this, that to try to maintain individual enter prise ih a field where it cannot be allowed with advantage, is to discredit individual enterprise even in fields where it is desirable.
