Whether such a state of things actually exist or not, it is nevertheless certain that its existence is taken for granted. The mis-government and corruption of Native States, the effeminacy, the sloth, the immorality, the untrustworthiness of their rulers, have formed the text for many a homily, and the pretext for a great deal of "sanctimonious rhetoric."
