Elle marque ses théories et ses pratiques. Ces dernières, en recul dans les années soixante-dix, ont été relancées dans les années quatre-vingt. Ce regain d'intérêt s'est traduit, chez les pays en développement, à l'exception de ceux de l'Asie du Sud-Est, par l'adoption des modèles européen et américain. Il a coi͏̈ncidé avec le renouvellement de la problématique centrale des théories par Krugman (1976) sont alors devenues les principales prédictions normatives. Face à l'echec quasi-généralisé des expériences d'intégration économique de la première vague entre pays en développement, la question du rôle joué par les structures (pays et régions) dans la réussite de toute intégration économique se pose. L'analyse critique des causes de cet échec montre que toute intégration économique a deux principales caractéristiques. Elle est un phénomène structurel de dimensions multiples : économiques, politiques, historiques, sociales et culturelles. Elle est également un processus et son produit. La prise en compte de ces deux caractéristiques conduit à conclure que la réussite de toute intégration économique nécessite la mutation des structures des pays partenaires. L'échec des expériences d'intégration économique de la première vague en Afrique sub-saharienne et en Amérique latine peut être expliqué par l'exacerbation de l'arbitrage entre la construction d'Etats-nations et celle d'une communauté économique forte. Les efforts accomplis pour la mise en place des dispositifs des nouvelles orientations de l'intégration économique sont importants. Cependant, le succès de ces initiatives n'est pas assuré car les mutations des structures des pays et de leurs régions ne sont pas encore des acquis solides.
