Without negating the importance of participatory processes in city creation, it nonetheless seems crucial to return to city plans and models, to what cities convey, and how they are built. But to understand the city in all its depth and richness, we must also hit the streets. The West African City proposes a dual perspective. At the urban scale, it analyses historical trajectories, spatial development, and urban planning documents to highlight the major trends beyond the plans. At the second level – that of public space – the street is discussed as the city’s lifeblood. By innovating approaches and testing new methods, The West African City offers an unconventional look at Nouakchott, Dakar and Abidjan, the three study sites for this investigation. The city of today, in Africa or elsewhere, must re-examine its many social, economic, cultural, political, and spatial dimensions; for this, urban research has begun challenging its own methods. Il devait répondre à cette question : nous savons que le territoire est au coeur d'un grand nombre des transformations des sociétés contemporaines, mais pour autant avons-nous raison de vouloir fonder les "sciences du territoire" ? Cela supposait de répondre à d'autres questions préalables : sur la confrontation aux expériences interdisciplinaires étrangères dans le domaine. Si l'on veut constituer un réseau international, encore faut-il s'assurer de l'existence d'initiatives similaires à l'étranger et du degré de compatibilité avec elles ; sur les thématiques des sciences du territoire, le GIS ayant lancé de premiers axes de travail mais devant rester ouvert à d'autres axes possibles ; sur la nature de ces "sciences du territoire" : doivent-elles être conçues comme un champ multidisciplinaire, c'est-à-dire comme un ensemble de disciplines scientifiques que l'on confronterait pour comprendre, de manière minimalement harmonisée, la dimension territoriale de leurs objets propres ? Ou doit-on aller jusqu'à considérer qu'il s'agirait d'une discipline scientifique émergente, dont il faudra alors définir les concepts, les lois et les méthodes d'analyse ? Le spectre des disciplines concernées est large, très au-delà des SHS. Car c'est dans la confrontation des SHS avec les sciences de la vie et de la terre, les sciences de santé et les sciences de l'ingénieur (modélisation, systèmes complexes...) que les enjeux théoriques et méthodologiques sont les plus grands. Par exemple, le manque d'échanges entre les physiciens ou mathématiciens qui conçoivent les modèles du changement climatique, et les SHS dédiées à l'impact territorial de ce changement climatique, se traduit par une insuffisante interaction entre les analyses globales et locales. Enfin, au-delà des disciplines scientifiques, comment les sciences du territoire devraient-elles se situer par rapport aux pratiques du développement territorial ? Ce premier ouvrage de la Collection du CIST, dirigé par Pierre Beckouche, Claude Grasland, France Guérin-Pace, Jean-Yves Moisseron, rend compte des travaux menés au sein du Collège international des sciences du territoire.

Book excerpt: The doctrine of international relations (inter-state, indeed), territorial ideologies, the logic of autochthony and its ramifications, ethnic cleansing, are all hinged at different levels upon the same pseudo-fact: to every society a closed and exclusive territory demarcated by fixed and linear borders. This way of thinking, totally foreign to African societies for a long time, has generated today more contradictions than it can ever solve. The authors of this book make a clear distinction between territory formation "from the top" as being a deliberate political project, and its formation "from below" as being a more diffused historical process which is determined by the scheme of antagonisms and compromises between social forces. In lieu of a stark opposition between "the top" and "below", the authors unveil the interdependence and mutual influence which form the basis of a dual system within which legal formation -by the colonial authorities first, then by the postcolonial one- is confronted with a host of subaltern spatial dynamics, neglecting thereby the legitimacy which only them can provide. As an essential read for anyone who is interested in the relationship between knowledge and power, this book offers stimulating perspectives on the issue of African unity and its epistemological and political challenges.
