Book excerpt: Erskine May is the eponymous guide to parliamentary practice and procedure, providing accurate and detailed information on the constituent parts of Parliament, its powers and jurisdictions, membership of either House, financial procedure and the process of debate.Alongside the incremental changes to and refinements of parliamentary practice which happen all the time, the 25th edition covers many significant developments since the last edition in 2011, including:* A new chapter on "English Votes for English Laws" introduced following the 2015 General Election, which details the varied and complex ways in which these engage with both primary and secondary legislation. * The process of implementing the outcome of the 2016 referendum on the UK's membership of the EU. An account is given of the procedures in both Houses for the scrutiny and approval of the transposition of EU law into UK law.* Further parliamentary consequences of the coalition government that took office in 2010, including the reforms introduced by the Wright Committee, the evolving impact of the introduction of the new category of "backbench business" and the election of Deputy Speakers in the House. * An e-petitions system overseen by a new Petitions Committee set up in 2015. * Changes to select committee working practices and powers under their new elected chairs.* A new financial timetable introduced in 2017 with the Chancellor's annual budget statement moving from Spring to Autumn, and a change to how Estimates Day debates are handled.* Important reforms to how the conduct of both MPs and members of the Lords is governed and how breaches of the respective codes are pursued. * Continuing arguments over the future of parliamentary privilege. Recent relevant court cases and developments within Parliament are assessed, including the 2013 Joint Committee on Parliamentary Privilege.

Book Essays on the History of Parliamentary Procedure

Download or read book Essays on the History of Parliamentary Procedure written by Paul Evans and published by Bloomsbury Publishing. This book was released on 2017-12-28 with total page 368 pages. Available in PDF, EPUB and Kindle. Book excerpt: 8 February 2015 marked the 200th anniversary of the birth of Thomas Erskine May. May is the most famous of the fifty holders of the office of Clerk of the House of Commons. His continued renown arises from his Treatise upon the Law, Privileges, Proceedings and Usage of Parliament, first published in 1844 and with its 25th edition currently in preparation. It is known throughout those parts of the world that model their constitutional arrangements on Westminster as the 'Bible of Parliamentary Procedure'. This volume celebrates both the man and his book. Bringing together current and former Clerks in the House of Commons and outside experts, the contributors analyse May's profound contribution to the shaping of the modern House of Commons, as it made the transition from the pre-Reform Act House to the modern core of the UK's constitutional democracy in his lifetime. This is perhaps best symbolised by its enforced transition between 1834 and 1851 from a mediaeval slum to the World Heritage Palace of Westminster, which is the most iconic building in the UK. The book also considers the wider context of parliamentary law and procedure, both before and after May's time. It constitutes the first sustained analysis of the development of parliamentary procedure in over half a century, attempting to situate the reforms in the way the central institution of our democracy conducts itself in the political contexts which drove those changes.

Book New South Wales Legislative Council Practice

Download or read book New South Wales Legislative Council Practice written by Lynn Lovelock and published by Federation Press. This book was released on 2008 with total page 744 pages. Available in PDF, EPUB and Kindle. Book excerpt: This first edition of New South Wales Legislative Council Practice brings together the history, practice and procedure of the New South Wales Legislative Council - the Upper House of the New South Wales Parliament, and the first and oldest legislative body in Australia.Since the advent of responsible government in New South Wales in 1856, the New South Wales Legislative Council has been the focus of continuous struggle regarding its composition, powers, role and very existence. However, from its tumultuous history, the Council has in recent years emerged as a democratically elected, powerful and effective upper house, in many ways mirroring the development of the Australian Senate. Today the Council performs key functions within the New South Wales system of government including representing the people and scrutinising the executive government as a 'House of Review'.The rich history of the New South Wales Legislative Council has brought with it a wealth of parliamentary precedent with which to guide modern practice and procedures in the House. While practitioners of parliamentary law and practice in New South Wales have long had access to authorities such as Erskine May's Parliamentary Practice and Odgers' Australian Senate Practice, the publication of New South Wales Legislative Council Practice will provide an essential reference book to understanding parliamentary privilege, practice and procedure in the New South Wales Upper House.

Book excerpt: A common-sense, theory, and evidence-based defense of parliamentarism. The most successful "-ism" in history has far too few advocates. Tiago Ribeiro dos Santos argues that the best solution for much of what ails societies is a centuries-old system of government. "...excellent, thorough, and highly persuasive..." Arend Lijphart - University of California San Diego - author of Patterns of Democracy: Government Forms & Performance in Thirty-six Countries "Democracies are not all created equal. Some constitutions perform better than others. In this book, Tiago Ribeiro dos Santos does an excellent job summarizing the existing empirical literature and making a case that parliamentary democracies outperform their competitors. This book is a valuable resource for anyone interested in constitutional design, political theory, or improving the efficacy of government." Jason Brennan - Georgetown University - author of Why Not Capitalism? "All major aspects of the debate about optimal government structure are tackled in this book by Tiago Santos. It has data, theory, literature review and some nice tirades. He convinced me. At a minimum, it will shake your convictions" Carlos Eduardo Gonçalves - Canal Por Quê? - author of Economia na palma da mão: Do economês para o português
