Book Erosion of the Property Tax Base

Download or read book Erosion of the Property Tax Base written by Nancy Y. Augustine and published by . This book was released on 2014-05-14 with total page 366 pages. Available in PDF, EPUB and Kindle. Book excerpt: Increased reliance on residential property to generate tax revenue and soaring property values in many parts of the country have placed pressure on local officials to respond to concerns about higher property taxes. The result has been erosion of the property tax base through a variety of policies designed to relieve residential property tax burdens through exemptions or abatements. The chapters in this book provide analyses of recent property tax trends; examine several responses to the increasing importance of residential property; estimate the extent of property tax base erosion and its effects; and consider other related topics. The erosion of the property tax base raises serious concerns about the future health of our federal system of government and the continued ability of local governments to protect what de Tocqueville called America's passion for popular sovereignty. - Publisher.

Book Property Taxes and Tax Revolts

Download or read book Property Taxes and Tax Revolts written by Arthur O'Sullivan and published by Cambridge University Press. This book was released on 1995-01-27 with total page 170 pages. Available in PDF, EPUB and Kindle. Book excerpt: Property tax revolts have occurred both in the United States and abroad. This book examines the causes and consequences of such revolts with a special focus on the California experience with Proposition 13. The work examines the consequences of property tax limitations for public finance with a detailed analysis of the tax system put into place in California. New theoretical approaches and new evidence from a comprehensive empirical study are used to highlight the equity and efficiency of property tax systems. Since property taxes are the primary source of revenue for local governments, the book compares and contrasts the experiences of several states with regard to the evolution of local government following property tax limitations. Finally, the book considers alternatives for reform and lessons to avoid future tax conflicts of this kind.

Book The Increasing Use of Property Tax Abatement as a Means of Promoting Sub National Economic Activity in the United States

Download or read book The Increasing Use of Property Tax Abatement as a Means of Promoting Sub National Economic Activity in the United States written by Robert W. Wassmer and published by . This book was released on 2009 with total page 50 pages. Available in PDF, EPUB and Kindle. Book excerpt: The swift increase in stand-alone property tax abatement programs (SAPTAPS) allowed within the United States (from 30 percent of the states allowing them in 1964 to 70 percent in 2004), the nationwide erosion in property tax base they likely generate, and the wide variety of arguments given both pro and con for the continued existence of these programs are the reasons their use is explored in this paper. The paper first offers evidence on the increasing use of property tax abatement in the United States, and the arguments previously put forth in favor and against the use of this form of economic development incentive. Next, the economic theory indicating why abatement may promote sub-national economic development is summarized. This is followed by a description of the types and prevalence of SAPTAPs currently in the United States, and a summary of the best empirical evidence that exists on the effects of property tax abatements. The conclusion offers my own recommendations in regard to how sub-national decision makers should view the offering of SAPTAPs and policy suggestions for the future of property tax abatement in the United States.
