The German Model of industrial relations with respect to collective bargaining and how firms set wages is called a coordinated market economy. Conventional wisdom holds however that Germany's coordinated market economy is eroding as a result of pressures to decentralize wage setting to firm level, because it is thought that by doing so, firms will be better suited to compete in the globalized economy. In other words, the German Model, specifically the way wages are set in manufacturing may be converging to a liberalized model like we have in the United States. Unlike most studies on German labor relations, this dissertation looks beyond the metalworking sector to include two other industries, chemicals and construction, in order to provide a more fine-grained analysis of the state and trajectory of German industrial relations. The main argument put forth in this dissertation is that decentralization varies across sectors; that decentralized bargaining is not eroding the German model; and that unions and employer associations, as social partners, remain committed to the collective contract.

Such acclaim is surprising because Germany’s economic institutions were widely dismissed as faulty just a decade ago. In Holding the Shop Together, Stephen J. Silvia examines the oscillations of the German economy across the entire postwar period through one of its most important components: the industrial relations system. As Silvia shows in this wide-ranging and deeply informed account, the industrial relations system is strongest where the German economy is strongest and is responsible for many of the distinctive features of postwar German capitalism. It extends into the boardrooms, workplaces and government to a degree that is unimaginable in most other countries. Trends in German industrial relations, moreover, influence developments in the broader German economy and, frequently, industrial relations practice abroad. All these aspects make the German industrial relations regime an ideal focal point for developing a deeper understanding of the German economy as a whole. Silvia begins by presenting the framework of the German industrial relations system—labor laws and the role of the state—and then analyzes its principal actors: trade unions and employers’ associations. He finds the framework sound but the actors in crisis because of membership losses. Silvia analyzes the reasons behind the losses and the innovative strategies German labor and management have developed in their efforts to reverse them. He concludes with a comprehensive picture and then considers the future of German industrial relations.

Book excerpt: Among all EU member states, German unions have the widest gap between male and female trade union density rates and are least adjusted to the structural changes stemming from the rise of the service sector on the labour market. This development asks for a more subtle understanding of the role of industrial relations institutions for trade union membership. The paper addresses the phenomenon by locating the main problem areas of membership erosion, such as weak service sector membership and the ageing of membership in manufacturing trade unions. It argues that industrial relations institutions have a double effect. Industry unionism is on the one hand a key pillar for centralized bargaining and institutional stability. On the other hand, stable institutional structures might have contributed to the membership decline.

Book excerpt: Remarkably, the core element of labour relations?wage determination?has been excluded from the European social dialogue about harmonisation of working conditions and national systems of social security. The present study responds by analysing the prospects of building up structures of wage formation in Europe through a reevaluation of collective bargaining and collective agreements as they exist under the law of the most industrialized Member States. The impetus for the study is the widely debated crisis of the system of concluding regional collective agreements on wages. Social partners seem to have been trapped in fruitless conflicts on how the system must be reformed. It has become obvious that no party concerned employers, trade unions, the state has the capacity to resolve the growing difficulties of collective wage formation. In an introductory essay by the distinguished editors, this important study takes the situation in Germany, the most prominent manifestation of this European crisis, as its starting point. Then, academic experts from France, the United Kingdom, the Netherlands, and Sweden describe comparable problems in their own countries, detail approaches to dealing with them, and provide a critical commentary, including judgements and suggestions in relation to the German case. Then follows a reexamination of the situation in Germany in the light of the experience of the other countries. A final chapter outlines some preliminary interpretations of European prospects. Salient issues investigated include the following: the erosion of such ideological and legal categories and concepts as `dependent work, `solidarity', `subsidiarity' and `social self-regulation' as preconditions of traditional collective bargaining structures at national level; the decreasing membership of the bargaining partners on both sides; the shrinking rate of employees covered by collective agreements; attempts to establish a national social pact; increasing competition on global markets; decentralizing management strategies, including the abandonment of collective bargaining; and, individualized employees. The authors examine the various state structures to determine if the legal and institutional developments of the different national systems of collective bargaining constitute starting points for mutual learning in order to meet the new challenges. This leads to a discussion of which practices are successful in their original environment, and how these practices might adapt to other systems in other countries.

Or was it simply luck, booming exports to China and the East, a shrinking population, or worse so, a demolition of the German welfare state? All along from miracle to fate to shame of the German model: Is there such a thing like a core of Germany? The debate on the German model is controversial within Germany. But what do neighbours think about Germany? The Nordic countries want to copy German labor market institutions. The Western countries admire it for its high flexibility within stable institutions, the Austrians have a similar model but question Germany's welfare arrangements and growth capacities. Many Eastern European countries are relatively silent about the German model. There is admiration for the German economic success, but at the same time not so much for its institutions and certainly not for its restrictive migration policy. The Southern countries see it as a preposterous pain to Europe by shaping EU policy a la Germany and forcing austerity policy at the costs of its neighbours. Can the German model be copied? And what do neighbours recommend Germany to do?

The patterns, which are becoming ever more prevalent, can be categorized as low-wage, human resource management, Japanese-oriented, and joint team-based strategies. The authors go on to show that these changing employment patterns are closely related to the decline of unions and growing income inequality. Drawing upon plant-level evidence on emerging employment practices, they provide a comprehensive analysis of changes in employment systems and labor-management relations. They conclude that while the variation in employment patterns is increasing within countries, evidence suggests that there is much commonality across countries in the nature of that variation and also similarity in the processes through which variation is appearing. Hence the term "converging divergences."
