In 2020, the California Public Utilities Commission (CPUC) adopted D. 20-08-046, Decision on Energy Utility Climate Change Vulnerability Assessments and Climate Adaptation in Disadvantaged Communities. This ruling requires utilities to engage disadvantaged communities and assess their vulnerability to climate impacts. It also requires utilities to evaluate how their climate adaptation efforts can promote equity. Southern California Edison (SCE), the sponsor of this work, is one of several investor-owned utilities regulated by the CPUC that must adhere to this rulemaking. The authors developed an illustrative set of context-specific equity metrics that SCE could build on and incorporate into its ongoing work toward climate adaptation. These metrics can help inform utility regulators and electricity utilities as they begin grappling with energy equity. It offers a straightforward methodology and a starting set of equity metrics that are intended to be adapted to different contexts.

Book excerpt: While there is much agreement in the climate policy literature that climate change mitigation should not interfere with humans' ability to enjoy a minimal standard of living, there is little scholarship on how to carve out such an "exemption" for poor subpopulations within large developing economies. Further, there is little analysis in developing countries of how the burdens of specific mitigation policies would be distributed. This dissertation begins to fill these gaps. This work consists of three studies, the first two of which are positive studies of the income distributional impacts of two energy policies that have climate mitigation benefits in Maharashtra, India: electricity pricing to recover low-carbon electric supply; and removal of the kerosene subsidy. In the first study I use an economic simulation model of the electricity sector and household welfare to assess the impacts of economy-wide electricity price increases under different political and institutional constraints. The analysis reveals that regulators can insulate low-income households from welfare losses without trading off aggregate welfare losses as long as they can raise prices to industry and high-income households. Mitigation may also have a co-benefit of reducing supply interruptions to the poor. In the second study, the kerosene subsidy is found to be progressive and material in urban areas, but regressive and less material in rural areas. One reason is that households' allocated quotas far exceed kerosene demand in rural areas, but fall short of many urban households' needs. A better targeted subsidy in urban areas alone would avoid high costs of the current subsidy, yet avoid the impoverishment of urban users from their complete removal. These results emphasize that protecting the interests of the poor in international climate change mitigation agreements requires some accountability from the institutions that implement mitigation policies within states. The third study questions the adequacy of burden-sharing proposals for climate mitigation that advocate an exemption for the poor without accounting for states' agency over the costs and outcomes of such an exemption. Participating states face moral hazards over the choice of future baselines of the poor's emissions. I show - using India for illustration - that the financial stakes for parties in how future growth is distributed in India can be up to tens of billions of dollars. Getting agreement on the terms of exemption may be easier if benefiting states adopt comparative benchmarks of accountability for the poor's emissions, but which do not infringe on particular policy choices. Furthermore, participating states should have shared duties to ensure that the poor receive the benefits of an awarded exemption.

The electric power system is a complex "cyber-physical" system composed of a network of millions of components spread out across the continent. These components are owned, operated, and regulated by thousands of different entities. Power system operators work hard to assure safe and reliable service, but large outages occasionally happen. Given the nature of the system, there is simply no way that outages can be completely avoided, no matter how much time and money is devoted to such an effort. The system's reliability and resilience can be improved but never made perfect. Thus, system owners, operators, and regulators must prioritize their investments based on potential benefits. Enhancing the Resilience of the Nation's Electricity System focuses on identifying, developing, and implementing strategies to increase the power system's resilience in the face of events that can cause large-area, long-duration outages: blackouts that extend over multiple service areas and last several days or longer. Resilience is not just about lessening the likelihood that these outages will occur. It is also about limiting the scope and impact of outages when they do occur, restoring power rapidly afterwards, and learning from these experiences to better deal with events in the future.

Book excerpt: The climate change mitigation potential of energy technologies depends on how their lifecycle greenhouse gas emissions compare to global climate stabilization goals. Current methods for comparing technologies, which assess impacts over an arbitrary, fixed time horizon, do not acknowledge the critical link between technology choices and climate dynamics. In this thesis, I ask how we can use information about the temporal characteristics of greenhouse gases to design new metrics for comparing energy technologies. I propose two new metrics: the Cumulative Climate Impact (CCI) and Instantaneous Climate Impact (ICI). These metrics use limited information about the climate system, such as the year when stabilization occurs, to calculate tradeoffs between greenhouse gases, and hence the technologies that emit these gases. The CCI and ICI represent a middle ground between current metrics and commonly-proposed alternatives, in terms of their level of complexity and information requirements. I apply the CCI and ICI to evaluate the climate change mitigation potential of energy technologies in the transportation sector, with a focus on alternative fuels. I highlight key policy debates about the role of (a) natural gas as a "bridge" to a low carbon energy future and (b) third generation biofuels as a long-term energy solution. New metrics shed light on critical timing-related questions that current metrics gloss over. If natural gas is a bridge fuel, how long is this bridge? If algae biofuels are not commercially viable for the next twenty years, can they still provide a significant climate benefit? I simulate technology decisions using new metrics, and existing metrics like the Global Warming Potential (GWP), identifying the conditions where new metrics improve on existing methods as well as the conditions under which new metrics fail. I show that metrics of intermediate complexity, such as the CCI and ICI, provide a simple, reliable, and policy-relevant approach to technology evaluation and capture key features of the future climate system. I extend these insights to energy technologies in the electricity sector as well as a variety of environmental impact categories.

As climatic effects such as rising seas and extreme weather continue to appear across many geographies, U.S. energy infrastructure is increasingly at risk. The U.S. Gulf Coast--which is home to 44 percent of total U.S. oil refining capacity and several major ports--is highly vulnerable to flooding events and dangerous ocean surges during severe storms and hurricanes. The link between water availability and energy and electricity production creates another layer of risk to U.S. energy security. Climate risk could manifest not only in physical damages, but also in financial market failures. Climate change-related challenges could impede energy firms' access to capital markets or private insurance markets. Already, climate-related risks have created severe financial problems at a handful of U.S. energy firms, forcing them to interrupt their sales of energy to consumers in particular locations. Over time, climatic disruptions to domestic energy supply could entail huge economic losses and potentially require sizable domestic military mobilizations. The United States is ill prepared for this national security challenge, and public debate about emergency preparedness is virtually nonexistent. To explore the challenges of climate risk to the U.S. energy system and national security, the Council on Foreign Relations organized a two-day workshop in New York, on March 18 and 19, 2019. The gathering of fifty participants included current and former state and federal government officials and regulators, entrepreneurs, scientists, investors, financial- and corporate-sector leaders, credit agencies, insurers, nongovernmental organizations, and energy policy experts. During their deliberations, workshop participants explored how climate-related risks to U.S. energy infrastructure, financial markets, and national security could be measured, managed, and mitigated. Book excerpt: We investigate the impacts of climate change on equity investments in US Electric Utilities by evaluating market reactions around extreme weather events. We hypothesize that investment risk from climate change is already present in the market and that extreme weather events evidence this risk through price and risk dislocations. From the geolocation of power plants, we build up the exposure of parent company securities to hurricanes, wildfires, floods, droughts and temperatures to arrive at a combined climate change exposure score. We find price reactions of up to 1.5% and rise in volatility of 6% in the 30-day period after a hurricane make landfall. We then determine the extreme weather exposure for each power plant location and aggregate these exposures to the publicly traded parent company for a climate risk exposure score.

The first essay deals with the subject of greenhouse gas (GHG) emissions and economic growth. The second essay addresses the issues of climate change policies, especially the role of the emergent innovative technologies, and the restructuring of the electricity sector. The third essay presents a model of transmission investments in electric power networks. Chapter One studies the impacts of climate change on economic growth in the world economies. The paper contains explicit formalization of the depletion process of exhaustible fossil fuels and the phase of technology substitution. The impacts of climate change on capital flows and welfare across countries are also investigated. The restructuring of the electricity sector is studied in Chapter Two. It also analyzes how climate change policies can benefit from emergent innovative technologies and how emergent innovative technologies can lower GHG emissions. It is shown that the price of electricity is strictly rising before emergent innovative firms with zero GHG emissions enter the market, but strictly declining as the entry begins. In Chapter Three, a model of electricity transmission investments from the perspective of the regulatory approach is formulated. The Mid-West region of Western Australia, a sub-system of the South West Interconnected System is considered. In contrast with most models in the literature that deal only with network deepening, this model deals with both network deepening and network widening. Moreover, unlike the conventional investment models which are static and deal only with the long run, this model is dynamic and focuses on the timing of the infrastructure investments. The paper is a study of an optimal transmission investment program which is part of the optimal investment program for an integrated model in which investments in transmission and investments in generation are made at the same time.
