Since graduation from the University of Tokyo, Noboru Sakashita has been teaching and advancing the re search at Hokkaido University, Tohoku University, Osaka University and the' University of Tsukuba. The career of Noboru Sakashita as a regional and urban econo mist started in 1965 when he visited the University of Pennsylvania's Regional Science Department as a Fulbright scholar. While staying there, he concentrated on research on regional science in a stimula tive atmosphere surrounded by Walter Isard, the founder of Region al Science, and Isard's young colleagues, all of who were full of pas sion for this newborn research field. The first two papers in this vo lume were written during his stay at the University of Pennsylvania. Since returning to Japan, he has been carrying out his own research activities as well as fostering many promising disciplines in the field of regional and urban economics. Of course, Noboru Sakashita is a world renowned famous scholar, presenting many influential papers at World Congress, North American and European Meetings of the Regional Science Association, and other conferences, and publishing many articles in respected journals. He was elected president of the Regional Science Association International for 1987-88, and served as the first president of the Applied Regional Science Conference from 1987 to 1989.

Book excerpt: The publication of Alexis de Tocqueville’s Democracy in America has kindled interest across disciplines to appraise the exceptional nature of U.S. activities. In general, however, all the published works have not focused their analyses from an economic point of view. While economics was for some a “dismal science” following Thomas Carlyle’s characterization of Malthus’ demographic model, it has increasingly become the “queen of the social sciences” for more practitioners. The book fills a gap in the literature by describing the American contributors as precursors and genuinely exceptional economists. We present their works within the state of the nation in which they advance their discipline. One is treated to both qualitative and quantitative theories in the opening chapter. Budding theories that became established theories of Economics and Finance are investigated in Chapters II and III. When President John Adams was confronted with M. Turgot’s criticisms of the American government, he resorted to a historic survey of types of government from ancient Greece to the Middle Ages. Similarly, we have included a final chapter, Chapter IV, to present the argument for American Exceptionalism in the domain of Political Economy and Economic Law over the ages.

It starts with the development of Marx-Sraffa linear economic models with fixed capital. The author then addresses various topics, including formal explanations of Sraffa-Okishio-Nakatani’s (SON) reduction of the whole economy to its subsystem of brand-new commodities, the renewal dynamics of fixed capital and the Marx-Engles-Ruchti-Lohmann effect as well as its extension to the accelerated depreciation case; and simulations of the economic durability of fixed capital. Further, in a general joint-production system, equilibria are computed as the spectra of the matrix pencil defining the equilibrium of the systems and the so-called Cambridge equation are extended to the case of SON's economy.By simulating the case of all final products being invested for capital goods, it estimates the fixed capital coefficients from investment data on China's economy 1995-2000. Based on this, the book describes the wage-profit curves of the open China economy. By applying the estimated fixed capital coefficients, the book presents the computation of the labour values of major commodities in China, and the turnpike of the stage 1995-2000, with fixed capital. It compares the value system with the production price system, and thus points out some structural issues of China's economy that are worth discussing.

The Topic and the structure of the Proceedings The papers in this book are the proceedings of a conference held at the Economics Department of the Graduate Faculty of the New School for Social Research in March 1985 in New York for which financial support was provided by .the West German Consulate. The topic of the conference was "Competition, Instability, and Nonlinear Cycles." A number of mathematical economists from Italy, West Germany, France, Japan, and the u.s. were invited as participants in this meeting. The conference was preceded by two other conferences in which several of the invited scholars had taken part. One, on "la gravitation des prix," took place in Nanterre, France,in March 1984. The other was held at the New School for Social Research in April 1984 on "Price of Production in Joint Production systems." Both conference were concerned with classical prices of production systems and their revival in the form developed by Sraffa and Pasinetti (1977). In these conferences, considerable interest arose in more properly modeling the dynamics of prices of production systems in a multi sectoral framework by utilizing modern mathematical tools of dynamical systems. Such a discussion on the dynamics of the classical process of competition and the stability of classical production prices was originally initiated by several papers by Nikaido (1977, 1983, 1984) and further pursued by several scholars (see Steedman, 1983; Boggio, 1980; Kuroki, 1983; Dumenil/Levy, 1983; Krause, 1983, 1984; Hosoda, 1985; Filippini, 1985).
