Regarding natural resources, the volume provides three innovations: connecting the notion of 'oil curse' to the global phenomena of asset bubbles; evidence that resource curse effects do not rise monotonically with the size of the resource rent, but rather, according to an inverted U shape; and an extension of the concept of rent to the other non-oil rents that are also predominant in the region. Finally, the volume places the political transition in the region in a global perspective using various methods – theoretical, comparative, and empirical, and it explores the relationship between democracy in its variety of forms and economic development.

Book excerpt: Externally-promoted institutional reform, even when nominally accepted by developing country governments, often fails to deliver lasting change. Diasporans-immigrants who still feel a connection to their country of origin-may offer an In-Between Advantage for institutional reform, which links problem understanding with potential solutions, and encompasses vision, impact, operational, and psycho-social advantages. Individuals with entrepreneurial characteristics can catalyzing institutional reform. Diasporans may have particular advantages for entrepreneurship, as they live both psychologically and materially between the place of origin they left and the new destination they have embraced. Their entrepreneurial characteristics may be accidental, cultivated through the migration and diaspora experience, or innate to individuals' personalities. This book articulates the diaspora institutional entrepreneur In-Between Advantage, proposes a model for understanding the characteristics and motivational influences of entrepreneurs generally and how they apply to diaspora entrepreneurs in particular, and presents a staged model of institutional entrepreneur actions. I test these frameworks through case narratives of social institutional reform in Egypt, economic institutional reform in Ethiopia, and political institutional reform in Chad. In addition to identifying policy implications, this book makes important theoretical contributions in three areas. First, it builds on existing and emerging critiques of international development assistance that articulate prescriptions related to alternative theories of change. Second, it fills an important gap in the literature by focusing squarely on the role of agency in institutional reform processes while still accounting for organizational systems and socio-political contexts. In doing so, it integrates a more expansive view of entrepreneurism into extant understandings of institutional entrepreneurism, and it sheds light on what happens in the frequently-invoked black box of agency. Third, it demonstrates the fallacy of many theoretical frameworks that seek to order institutional change processes into neatly definable linear stages.

The first paper, by Sherine Al-Shawarby, reviews the studies on inequality in Egypt since the 1950s with the double objective of illustrating the importance attributed to inequality through time and of presenting and compare the main published statistics on inequality. The second paper, by Branko Milanovic, turns to the global and spatial dimensions of inequality. The Egyptian society remains deeply divided across space and in terms of welfare, and this study unveils some of the hidden features of this inequality. The third paper, by Paolo Verme, studies facts and perceptions of inequality during the 2000-2009 period, which preceded the Egyptian revolution. The fourth paper, by Sahar El Tawila, May Gadallah, and Enas Ali A.El-Majeed, assesses the state of poverty and inequality among the poorest villages of Egypt. The paper attempts to explain the level of inequality in an effort to disentangle those factors that derive from household abilities from those factors that derive from local opportunities. Inside Inequality in the Arab Republic of Egypt provides some initial elements that could explain the apparent mismatch between inequality measured with household surveys and inequality aversion measured by values surveys. This is a particularly important and timely topic to address in light of the unfolding developments in the Arab region. The book should be of interest to any observer of the political and economic evolution of the Arab region in the past few years and to poverty and inequality specialists interested in a deeper understanding of the distribution of incomes in Egypt and other countries in the Middle East and North Africa region. Not only was job creation anaemic from 2012 to 2018, but new jobs were also of low-quality, characterized by informality and vulnerability to economic shocks. These challenges pushed many in Egypt, especially the most vulnerable, into a more precarious labor market situation. Then, in the midst of economic recovery brought on by tough reform measures adopted in 2016 and 2017, the country was hit by the widespread disruption of a global pandemic. This book examines the plight of Egypt's most vulnerable groups by focusing on the intersection of gender and economic vulnerability in the labor market. With this emphasis on vulnerability and a lens that is sensitive to gender differences and inequities, the contributors to this volume use data from the most recent wave of a unique longitudinal survey to illuminate different aspects of Egyptians' lives. The aspects they explore include labor supply behavior, the ability to access good quality and well-paying jobs, the evolution of wages and wage inequality, the school-to-work transition of youth, the decline in public sector employment, international and internal migration, the situation of rural women, access to social protection, food security, vulnerability to shocks and coping mechanisms, health status, and access to health care services. These analyses are prescient in understanding the axes of vulnerability in Egyptian society that became all too salient during the COVID-19 pandemic.

Expectations and Aspirations: A New Framework for Education in the Middle East and North Africa identifies four key sets of tensions that are holding back education in the region: credentials and skills, discipline and inquiry, control and autonomy, and tradition and modernity. These tensions are shaped by society and are reflected in classrooms. If they are not addressed, MENA will continue to operate at a level below its potential. This report outlines a new framework with a three-pronged approach that can help address these tensions and unleash the potential of education in MENA: • A concerted push for learning that starts early for all children regardless of background, with qualified and motivated educators, and that leverages technology, uses modern approaches, and monitors learning outcomes • A stronger pull for skills by all stakeholders in the labor market and society that involves coordinated multisystem reforms within and beyond the education system • A new pact for education at the national level with a unified vision, shared responsibilities, and accountabilities. Education is not just the responsibility of the education system—it is everyone’s business. The push, pull, and pact framework offers an opportunity for MENA to move forward to reclaim its heritage of a learned region and to meet the expectations and aspirations of its people. The current situation in MENA requires a renewed focus on education, not just as a national priority for economic growth and social development, but as a national emergency for stability, peace, and prosperity.
