Book excerpt: The gap between the richest and poorest Americans has grown steadily over the last thirty years, and economic inequality is on the rise in many other industrialized democracies as well. But the magnitude and pace of the increase differs dramatically across nations. A country's political system and its institutions play a critical role in determining levels of inequality in a society. Democracy, Inequality, and Representation argues that the reverse is also true—inequality itself shapes political systems and institutions in powerful and often overlooked ways. In Democracy, Inequality, and Representation, distinguished political scientists and economists use a set of international databases to examine the political causes and consequences of income inequality. The volume opens with an examination of how differing systems of political representation contribute to cross-national variations in levels of inequality. Torben Iverson and David Soskice calculate that taxes and income transfers help reduce the poverty rate in Sweden by over 80 percent, while the comparable figure for the United States is only 13 percent. Noting that traditional economic models fail to account for this striking discrepancy, the authors show how variations in electoral systems lead to very different outcomes. But political causes of disparity are only one part of the equation. The contributors also examine how inequality shapes the democratic process. Pablo Beramendi and Christopher Anderson show how disparity mutes political voices: at the individual level, citizens with the lowest incomes are the least likely to vote, while high levels of inequality in a society result in diminished electoral participation overall. Thomas Cusack, Iverson, and Philipp Rehm demonstrate that uncertainty in the economy changes voters' attitudes; the mere risk of losing one's job generates increased popular demand for income support policies almost as much as actual unemployment does. Ronald Rogowski and Duncan McRae illustrate how changes in levels of inequality can drive reforms in political institutions themselves. Increased demand for female labor participation during World War II led to greater equality between men and women, which in turn encouraged many European countries to extend voting rights to women for the first time. The contributors to this important new volume skillfully disentangle a series of complex relationships between economics and politics to show how inequality both shapes and is shaped by policy. Democracy, Inequality, and Representation provides deeply nuanced insight into why some democracies are able to curtail inequality—while others continue to witness a division that grows ever deeper.

Book excerpt: With the passage of the Voting Rights Act in 1965, the right of minorities to register and vote was largely secured. It was soon discovered, however, that minority voting did not guarantee the election of minorities or minority-preferred candidates. Indeed, efforts by states and localities in the second half of the 1960s were aimed at denying any substantial minority representation to go along with the ability to cast ballots. Eventually congressional amendments to the Act along with the Supreme Court opinion in Thornburg v. Gingles (1986) have led to efforts to eliminate electoral laws that have the effect of diluting the minority vote, whether or not they were enacted with discriminatory intent. Controversy still surrounds the matter of minority representation, however, because of the ambiguity of certain aspects of the law and because of problems in applying it to the largely single-member district context of the 1990s. This book is the most up-to-date treatment of voting rights law and the numerous controversies surrounding minority representation. The authors have extensive, firsthand experience in both the legal battles and the scholarly examination of these issues. Based on this wealth of experience, they describe the development of the law after 1965, discuss in detail the prevailing Supreme Court interpretation of the Voting Rights Act, and examine discrepancies in federal court interpretations of subsequent actions. They also introduce the reader to technical procedures for establishing standards of representation and measuring discrimination. In the final two chapters, they consider the application of voting rights law to districting in the 1990s along with the implications of recent developments for the future of representation in America.

Rather than taking for granted a single answer to these complex questions, John Griffin and Brian Newman use different measures of political equality to reveal which groups get what they want from government and what factors lead to their successes. One of the first books to compare the representation of both African Americans and Latinos to that of whites, Minority Report shows that congressional decisions and federal policy tend to mirror the preferences of whites as a group and as individuals better than the preferences of either minority group, even after accounting for income disparities. This is far from the whole story, though, and the authors’ multifaceted approach illustrates the surprising degree to which group population size, an issue’s level of importance, the race or ethnicity of an office holder, and electoral turnout can affect how well government action reflects the views of each person or group. Sure to be controversial, Minority Report ultimately goes beyond statistical analyses to address the root question of what equal representation really means.

Given that all political parties today have men in a majority of leadership positions, male gatekeepers play a key part in women's representation. So, how are they responding to the increasing numbers of women who are seeking leadership roles in politics? In The Inclusion Calculation, Melody E. Valdini examines women's inclusion from the perspective of men in power and offers a novel approach to understanding differences in women's descriptive representation. This book argues that men facilitate women's entry into politics when women's presence promises to benefit public perception of a party, and therefore benefit male party leaders. One particularly disturbing implication of this argument is that leaders can increase the number of women in office as a quick and simple substitute for addressing real systemic failures in party organization. Valdini tests her hypotheses by looking at several political contexts around the world: the degree to which parties run more women after a corruption scandal, the number of women who are actually elected at such times, the adoption of gender quotas, and the appointment of women legislators in authoritarian regimes. Her findings suggest that we cannot yet celebrate recent increases in the number of women in office as a sign that we are nearing broad acceptance of gender equality. Further, these findings also suggest that one should question the tendency of scholars and international organizations to use women's presence in office as a measurement of good governance, as well as the tendency to encourage women to simply "lean in" to advance their careers. While it is certainly valuable to encourage women to run for office, it is equally important to understand the motivations of male power-holders. To that end, this book examines how men strategically feminize their political parties or government to retain control, demonstrating that a woman's selection as a candidate often depends on a man's perception of her value.

It cannot be right that the experiences, skills and concerns of women are not fully represented or reflected in decision making about the laws and functioning of the societies in which they live. The regional study on women’s political representation in the Eastern Partnership countries was commissioned in response to the key objectives of the Council of Europe and the European Commission to address the lack of women’s political representation at national and local level in these countries. Researchers based in each of the countries have contributed qualitative information on both the situation of women and on the experiences of women who have stood for elected office. While the legal basis for equality of women and men exists in all the countries in question, the reality is quite different. Stereotypical views and assumptions about the roles of women in society affect how women step forward as candidates, and whether they are selected and elected. The Council of Europe is convinced that this study, by providing examples of good practice and evidence-based, practical recommendations, will help to address the current imbalance of women holding elected office and, by doing so, will enhance democracy and human rights in the countries of the Eastern Partnership.
