Book excerpt: This report reviews recent literature on how local English authorities have dealt with issues of equality and diversity, regarding the experiences of ethnic minorities, women and young people. It focuses on three main themes relating to representation and participation in local government; employment by local authorities; and general service provision. The conclusions drawn include that local authorities have been trailblazers in the field of equalities and there are many examples of good and best practice to be found in this sector. However, good practice in recruitment has not always been followed through to ensure equal opportunities in promotion and development, and there is evidence of some problems of sexism and racism. The public sector case for equality and diversity is similar to that for the business case, but has added issues of equality of access and representation.

Findings include that awareness of these matters and the practices used to promote them vary across English local government, usually linked to the presence of visible ethnic minority communities, especially in rural areas. Some aspects of diversity were perceived as being less contentious and easier to address than others, for example providing access to buildings for physically disabled people. However, the research also found examples of innovative and good practice.
