Book excerpt: This report reviews recent literature on how local English authorities have dealt with issues of equality and diversity, regarding the experiences of ethnic minorities, women and young people. It focuses on three main themes relating to representation and participation in local government; employment by local authorities; and general service provision. The conclusions drawn include that local authorities have been trailblazers in the field of equalities and there are many examples of good and best practice to be found in this sector. However, good practice in recruitment has not always been followed through to ensure equal opportunities in promotion and development, and there is evidence of some problems of sexism and racism. The public sector case for equality and diversity is similar to that for the business case, but has added issues of equality of access and representation.

Book excerpt: This report examines how local authorities in England are dealing with the issues of equality and diversity, with a focus on three core areas of: representation, participation and leadership; structures, committee organisation and staff; and service procurement, delivery and impact. Findings include that awareness of these matters and the practices used to promote them vary across English local government, usually linked to the presence of visible ethnic minority communities, especially in rural areas. Some aspects of diversity were perceived as being less contentious and easier to address than others, for example providing access to buildings for physically disabled people. However, the research also found examples of innovative and good practice.

Book excerpt: Adopted in 2007, the UN Declaration on the Rights of Indigenous Peoples establishes self-determination--including free, prior, and informed consent--as a foundational right and principle. Self-determination, both individual and collective, is among the most important and pressing issues for Indigenous women worldwide. Yet Indigenous women's interests have been overlooked in the formulation of Indigenous self-government, and existing studies of Indigenous self-government largely ignore issues of gender. As such, the current literature on Indigenous governance conceals patriarchal structures and power that create barriers for women to resources and participation in Indigenous societies. Drawing on Indigenous and feminist political and legal theory--as well as extensive participant interviews in Canada, Greenland, and Scandinavia-- this book argues that the current rights discourse and focus on Indigenous-state relations is too limited in scope to convey the full meaning of "self-determination" for Indigenous peoples. The book conceptualizes self-determination as a foundational value informed by the norm of integrity and suggests that Indigenous self-determination cannot be achieved without restructuring all relations of domination nor can it be secured in the absence of gender justice. As a foundational value, self-determination seeks to restructure all relations of domination, not only hegemonic relations with the state. Importantly, it challenges the opposition between "self-determination" and "gender" created and maintained by international law, Indigenous political discourse, and Indigenous institutions. Restructuring relations of domination further entails examining the gender regimes present in existing Indigenous self-government institutions, interrogating the relationship between Indigenous self-determination and gender violence, and considering future visions of Indigenous self-determination, such as rematriation of Indigenous governance and an independent statehood.

Book excerpt: The single theme that underlies this report on the performance of the Department for Communities and Local Government (DCLG) is: delivery. The DCLG faces unusual challenges as a result of how it is structured and its reliance on the performance of other departments, agencies, local authorities for the achievement of its goals set by the Government. Most of the money for which DCLG is responsible is spent for it by someone else - by over 450 local authorities, 47 local fire brigades, by large government agencies such as the soon-to-exist Homes and Communities Agency with a £2.2 billion budget. The challenge of delivery is examined under several headings: the capability review carried out by the Prime Minister's Delivery Unit; the ten public service agreements (focussing particularly on decent homes, fire and rescue services, race equality and community cohesion and gender equality); home information packs; FireLink and FiReControl, two major technology projects currently under way and both overdue and exceeding planned costs.
