Book excerpt: This document contains the proceedings of a high-level conference on the Employment of Women, attended by labor ministers and other high officials of countries belonging to the Organisation for Economic Cooperation and Development (OECD). Delegates to the conference adopted a 14-point declaration pledging themselves to achieve equality of opportunity particularly for the conditions in the employment of women. During the conference, the representatives examined (1) the implication of high and rising participation rates of women workers in the various countries, despite slack labor markets since the mid-1970's and (2) the persistence of labor market segregation despite equal opportunity policies already practiced in most member countries. This report presents the declaration drawn up by the conference, the analytical papers for the conference, and the opening addresses by the secretary-general of the OECD and the Minister of Labor of Denmark, who served as president of the conference. A list of participants and observers is included in the appendix to the document. (KC)

Book excerpt: This paper analyzes differences in the growth of minority and female employment between union and non-union manufacturing plants in California during the late 1970's, In this sector, unionized plants do not exhibit anymore gross employment discrimination than do nonunion plants against black or Hispanic men, or against black or white women, despite ther ecessions of the 1970's that displaced low seniority workers. Black males actually enjoy faster growth of employment share in unionized plants, suggesting that Title VII has been effective in increasing opportunities for blacks. This may help explain why unionization, though decreasing in the private sector, has been increasing among blacks. The role played by unions in mediating affirmative action regulations is also examined. There are significant differences across particular unions, especially between craft and industrial unions, within industries that correspond with each union's public record on EEO. Black employment increasesmost rapidly in industries with a long history of black employment, in plants organized by unions that take a liberal position towards EEO, and in industries with a large union wage effect. As least in California manufacturing during this period, the belief that unions have hindered minority and female employment does not seem to hold true for industrial unions.

Choice Although in recent years much attention has been paid to affirmative action and the employment patterns of women and minorities in the public sector, there has been little attention placed on union involvement in these employment patterns; the role of unions in the private sector has been of concern to policymakers and scholars for decades. In Women, Minorities, and Unions in the Public Sector, Riccucci examines this discrepancy on the premise that although unions in the public sector are important decision makers in the employment of women and minorities, they are overlooked largely because their formal powers tend to be circumscribed due to their operation in the government as opposed to the private sector sphere. The research presented in this book suggests that unions in the public sector often possess de facto power to influence the employment progress of women and minorities in government work forces. Through legal, political, and historical frameworks, Riccucci examines the patterns of union involvement and addresses issues that are pertinent to both women and minorities. She provides an up-to-date list of case law as well as current data on the percentage of women and minorities in public sector unions.

Originating in presidential executive orders and civil rights legislation, the program is intended to combat institutional race and sex discrimination by encouraging public and private organizations to go beyond the mere cessation of formal discriminatory practices—to enact their own programs to end unfair practices. In contrast to the passive nondiscrimination of equal opportunity, affirmative action means that employers must act positively, affirmatively, and aggressively to remove all barriers, however informal or subtle, that prevent minorities and women from having equal access to all levels of the nation's educational, industrial, and government institutions. Is affirmative action, in fact, geared to equal opportunity? Or has it resulted in greater inequality for white males? The authors of this book empirically examine employment in government, industry, and higher education and enrollment in colleges and universities to determine the current status of women and minorities as employees and students. They also describe the machinery of affirmative action, its budget and staff problems, the compliance and enforcement processes, and the results of the program. Their final chapter includes a theoretical explanation for the very apparent resistance to affirmative action and expresses their pessimism about the program's ability to accomplish its goals, especially in light of recent efforts to weaken its already limited power. They close with a discussion of the future of affirmative action and the likelihood of achieving equal opportunity in employment.
