Book excerpt: This study is the result of on-site research conducted at eight military installations in the Department of Defense (DOD). Its objective is to determine the extent to which Equal Employment Opportunity (EEO) is incorporated in the performance appraisals of managers in the Senior Executive Service (SES), GM 13-15 managers and Federal Wage System Supervisors (FWS). Research at each of the eight military installations in study included both interviews with managers to obtain their perceptions and understanding of the EEO role in their performance appraisals and a review of actual managerial performance appraisals conducted in appraisal years 1985, 1986 and 1987. The study reviews federal and DOD EEO policies, particularly those requiring the inclusion of EEO objectives in the performance appraisals of managers. The EEO policies of the military departments are also reviewed to determine what policies are applicable to the military installations examined in the study.

Book excerpt: The Defense Equal Opportunity Management Institute (DEOMI) is a service-related organization which prepares selected military officers, NCOs, and civilians as equal opportunity/equal employment opportunity (EO/EEO) advisors or to perform related EO/EEO duties. In 1996, DEOMI began a Total Quality Management (TQM) effort by using the Malcolm Baldrige National Quality Award Criteria for an initial self-assessment. From this self-assessment, a strategic plan and a Total Quality Plan (TQP) were developed by DEOMI leadership. The researcher developed a summary of the self-assessment, strategic plan, and TQP which is outlined in this document. In addition, a tool for future self-assessment based don the Baldrige award criteria was developed by the researcher. The tool is briefly summarized in this document. Finally, the researcher provided feedback, flowcharts, and revisions for DEOMI's Total Quality Plan manual. A copy of this manual is available from DEOMI. A brief historical background of the application of quality principles in DEOMI and the researcher's activities in this area.

Its work and policies are supported by a number of organizations both within DoD, including the Defense Manpower Data Center (DMDC), and externally, including the federally funded research and development centers (FFRDCs) that work for DoD. P&R must be able to answer questions for the Secretary of Defense such as how to recruit people with an aptitude for and interest in various specialties and along particular career tracks and how to assess on an ongoing basis service members' career satisfaction and their ability to meet new challenges. P&R must also address larger-scale questions, such as how the current realignment of forces to the Asia-Pacific area and other regions will affect recruitment, readiness, and retention. While DoD makes use of large-scale data and mathematical analysis in intelligence, surveillance, reconnaissance, and elsewhereâ€"exploiting techniques such as complex network analysis, machine learning, streaming social media analysis, and anomaly detectionâ€"these skills and capabilities have not been applied as well to the personnel and readiness enterprise. Strengthening Data Science Methods for Department of Defense Personnel and Readiness Missions offers and roadmap and implementation plan for the integration of data analysis in support of decisions within the purview of P&R.

The Code was first published in 1926, and a new edition of the code has been published every six years since 1934. The 2012 edition of the Code incorporates laws enacted through the One Hundred Twelfth Congress, Second Session, the last of which was signed by the President on January 15, 2013. It does not include laws of the One Hundred Thirteenth Congress, First Session, enacted between January 2, 2013, the date it convened, and January 15, 2013. By statutory authority this edition may be cited "U.S.C. 2012 ed." As adopted in 1926, the Code established prima facie the general and permanent laws of the United States. The underlying statutes reprinted in the Code remained in effect and controlled over the Code in case of any discrepancy. In 1947, Congress began enacting individual titles of the Code into positive law. When a title is enacted into positive law, the underlying statutes are repealed and the title then becomes legal evidence of the law. Currently, 26 of the 51 titles in the Code have been so enacted. These are identified in the table of titles near the beginning of each volume. The Law Revision Counsel of the House of Representatives continues to prepare legislation pursuant to 2 U.S.C. 285b to enact the remainder of the Code, on a title-by-title basis, into positive law.
