It offers a pioneering assessment of government-linked investment companies (GLICs), a type of state-owned institution that has long prevailed in the corporate sector but has not been analysed. Malaysia’s history of government-business ties is unique, while the nature of the nexuses between the state and the corporate sector has undergone major transitions. Corporate power has shifted from the hands of foreign firms to the state to the ruling party, and well-connected businessmen, and back to the state. Corporate wealth is now heavily situated in the leading publicly-listed government-linked companies (GLCs), controlled through block shareholdings by a mere seven GLICs under the jurisdiction of the Minister of Finance. To indicate why these GLICs are important actors in Corporate Malaysia, this study provides a deep assessment of their ownership and control of Bursa Malaysia’s top 100 publicly-listed enterprises.

This is the first full study of an Australian fund established to support those affected by a sustained war being fought for Empire by Australians. Rather than casting those affected by war as victims, John McQuilton examines how a body of middle class men attempted to come to grips with an experience that lay outside prevailing notions of social welfare. This book argues that the CHST represents a critical initial step in the direction of preserving and promoting a Social Canada. The book starts with an examination of the mechanics of the transition from the status quo to the CHST, with an emphasis on all-province flows. The book then directs attention to the effects on the individual provinces, including the allocation of CHST entitlements and interactions among entitlements and other transfers. It also examines alternative allocation formulas for 1997/98. Finally, the book responds to criticisms of the CHST in the areas of welfare, health, and postsecondary education, and discusses the role of the CHST in promoting an internal social union.

Set against the cacophony over domineering and arrogant centralization from supporters of Quebec sovereignty/session on the one hand, and fears that excessive decentralization is fuelling an obsessively neo-liberal agenda on the other, these essays replace much of this heat with new light. The authors begin with an examination of recent developments in the theoretical literature surrounding fiscal federalism. They then examine some of the major issues facing the federation – Is there a vertical imbalance between federal and provincial governments? Does Ottawa collect more revenues than are needed relative to its spending responsibilities while the provinces are under-funded? How do federal-provincial struggles over money and jurisdictional power affect local government or the para-public sector, emerging aboriginal governments, and citizens? Federal government actions in 1999 suggest that Ottawa has not lost all of its interest in social outcomes. It is, however, seeking to influence the well-being of citizens by transferring money to them directly rather than through transfers to provinces. The authors suggest that if this trend continues the approach to the millennium will be seen as a watershed in public policy, given that current trends in Canadian fiscal federalism are as much about re-balancing the federation as they are about decentralization.
