Available in PDF, EPUB and Kindle. Book excerpt: The Environmental Protection Agency (EPA) estimates that $150 billion will be needed during the next 20 years to repair, replace, and upgrade the nation's 55,000 community water systems. Congress established the Drinking Water State Revolving Fund (DWSRF) program in 1996 to help communities finance the infrastructure projects needed to comply with federal drinking water regulations. EPA has developed a survey to collect data on the nature and cost of infrastructure improvements needed at local water systems. EPA has taken several steps to validate the data included in its $150 billion estimate, including visits to selected sites. However the agency has yet to calculate and report on the estimate's precision. GAO found that EPA is not taking full advantage of oversight tools to monitor states' implementation of the DWSRF. First, EPA is developing financial management and other measures to monitor state progress and support agency's review of state programs. Until these draft measures are finalized and applied consistently, their usefulness as an oversight tool will be limited. Second, the untimely and inconsistent preparation of program evaluation report reviews--one of EPA's primary oversight tools--has hampered the agency's ability to identify common or recurring problems. Third, gaps in the financial audit coverage and a limited review of the completed audits undermine EPA's ability to fully assess the financial conditions of the state's DWSRF programs.

Download or read book Recovery Act Clean Water Projects are Underway But Procedures May Not Be in Place to Ensure Adequate Oversight written by David C. Trimble and published by DIANE Publishing. This book was released on 2010-11 with total page 19 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Amer. Recovery and Reinvestment Act of 2009 (Recovery Act) included $4 billion for the EPA Clean Water State Revolving Fund (SRF). This testimony addresses: (1) state efforts to meet requirements associated with the Recovery Act and SRF program; (2) the uses of Recovery Act funds; and (3) EPA's and states' efforts to oversee the use of these funds. This review focused on 14 states and selected localities -- known as sub-recipients -- in each of these states. These 14 states received approx. 50% of the total appropriated under the Recovery Act for the Clean Water SRF. Data included the amounts and types of financial assistance each SRF program provided, and which sub-recipients were first-time recipients of Clean Water SRF funding.

Book Drinking Water State Revolving Fund

Download or read book Drinking Water State Revolving Fund written by and published by . This book was released on 2005 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the Safe Drinking Water Act (SDWA) Amendments of 1996 (P.L. 104-182), Congress authorized a drinking water state revolving loan fund (DWSRF) program to help public water systems finance infrastructure projects needed to comply with federal drinking water regulations and to protect public health. Under the program, states receive capitalization grants to make loans to water systems for drinking water projects and certain other SDWA activities. Since the program was first funded in FY1997, Congress has provided $7.8 billion, including roughly $844 million for FY2005. The President has requested $850 million for FY2006. Through June 2004, the DWSRF program had provided $7.9 billion in assistance and had supported 6,500 projects. The Environmental Protection Agency's (EPA's) 2001 survey of capital improvement needs for public water systems found that these systems need to invest $150.9 billion on infrastructure improvements over 20 years to ensure the provision of safe water. Several new standards and security concerns have increased these needs. Key issues include the gap between estimated needs and funding; SDWA compliance costs, particularly for small systems; and the broader need for cities to improve their water infrastructure, apart from SDWA compliance. This report will be updated.

Book The Role of State Revolving Funds in Clean Water and Drinking Water Infrastructure

Download or read book The Role of State Revolving Funds in Clean Water and Drinking Water Infrastructure written by Cecil Jones and published by . This book was released on 2016 with total page 96 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Environmental Protection Agency (EPA) estimates that more than $680 billion is needed to repair and replace water and wastewater infrastructure nationwide over the next 20 years. Under the Clean Water Act and Safe Drinking Water Act, the federal government contributes some funding to states through EPA's Clean Water and Drinking Water state revolving funds (SRF) programs. States use this funding to make low-or no-interest loans to communities to build water and wastewater infrastructure, in addition to other assistance. These loans are repaid with interest, and these funds are then used for future loans. This book examines factors that affect selected states' abilities to sustain their SRF funds; selected states' actions to enhance their SRF funds and views about sustaining the funds; and steps that EPA takes to review states' abilities to sustain their SRF funds as part of its oversight.

These jobs are reported as full-time equivalent (FTE) positions on a Web site created for the Recovery Act on www.Recovery.gov.GAO examined the (1) status and use of Recovery Act SRF program funds nationwide and in nine states; (2) EPA and state actions to monitor the act's SRF program funds; (3) EPA and selected states' approaches to ensure data quality, including for jobs reported by recipients of the act's funds; and (4) challenges, if any, that states have faced in implementing the act's requirements. For this work, GAO, among other things, obtained and analyzed EPA nationwide data on the status of Recovery Act clean and drinking water funds and projects and information from a nonprobability sample of nine states that represent all but 1 of EPA's 10 regions. GAO also interviewed EPA and state officials on their experiences with the Recovery Act SRF program funds.GAO is making no recommendations..."
