Book Great Lakes EPA Needs to Define Organizational Responsibilities Better for Effective Oversight and Cleanup of Contaminated Areas

This book was released on 2002 with total page 27 pages. Available in PDF, EPUB and Kindle. Book excerpt: Millions of people in the United States and Canada depend on the Great Lakes as a source for drinking water, recreation, and economic livelihood. Over time industrial, agricultural, and residential development on lands adjacent to the lakes have seriously degraded the lakes' water quality, posing threats to human health and the environment, and forcing restrictions on activities, such as swimming and fish consumption. In an effort to better protect the Great Lakes, and to address common water quality problems, the governments of the United States and Canada entered into the bilateral Great Lakes Water Quality Agreement in 1972. In 1978 the parties reached a new agreement, which, as amended in 1983 and 1987, expanded the scope of the activities by prescribing prevention and cleanup measures intended to immprove the lakes' conditions. Specifically, the 1987 amendment committed the two countries to cooperate with state and provincial governments to ensure, among other things, the development and implementation of remedial action plans (RAPs) for designated areas of concern (areas) located in the Great Lakes Basin areas contaminated for example with toxic substances known to cause deformities in fish or mammals. The countries have agreed to use RAPs for managing the cleanup process and restoring contaminated areas to their beneficial use, such as swimming or fishing. The countries have identified 43 contaminated areas: 26 located entirely within the United States, 12 in Canada, and 5 shared by both. The agreement obligates the International Joint Commission (IJC)-an international body charged with assisting the implementation of the agreement-to review the RAPs and provide comments on them.

Book excerpt: Pursuant to a congressional request, GAO examined the progress of the Environmental Protection Agency's (EPA) Great Lakes National Program Office in: (1) defining its role within EPA and involving other EPA offices in implementing a U.S.-Canada agreement about Great Lakes water quality; and (2) coordinating other federal agencies' efforts. GAO found that the Program Office: (1) expanded its contacts with EPA regional offices and increased its funding for regional projects; (2) worked with the EPA Office of Marine and Estuarine Protection and individual estuary programs to help develop policies and activities affecting the Great Lakes; (3) entered into agreements with the EPA Office of Research and Development to fund a variety of research projects on the Great Lakes; (4) improved its coordination of and cooperation with other federal agencies, resulting in progress in meeting many of the water quality agreement's provisions, although some difficult agreement annexes have been delayed; (5) cited resource limitations, state and local government responsibilities, and EPA regional office responsibilities for its limited role in helping in the development of remedial action plans and lakewide management plans; (6) established the U.S. Policy Committee in 1989 to improve coordination and cooperation among federal and state agencies and environmental groups in implementing the agreement; and (7) projected the Great Lakes' water quality problems would require massive research, cleanup efforts, and financial investments.

Available in PDF, EPUB and Kindle. Book excerpt: The virtual elimination of toxic pollutants in the Great Lakes is a goal shared by the U.S. & Canada. While some progress has been made, pollution levels remain unacceptably high. The Great Lakes Initiative (GLI) requires stringent water quality standards for many pollutants in discharges regulated by states administering the Nat. Pollution Discharge Elimination System permit programs. This report examines the: (1) GLI's focus & potential impact on water quality in the Great Lakes Basin; (2) status of GLI's adoption by the states & any challenges to achieving intended goals; & (3) steps taken by the EPA for ensuring full & consistent implementation of GLI & for assessing progress toward achieving its goals. Book excerpt: The document is intended to serve primarily as an inventory of ideas for RAPs (Remedial Action Plan). The RAPs has been developped for 43 of the Great Lakes most polluted areas. The study is divided into four chapters: 1) Remedial Action Plans, What Makes Them Works describes the RAP process, its institutional and legal background, and the strengths and weaknesses of RAPs efforts to date; 2) Commabatting Combined-Sewer Overflows and Urban Non-Point Source Pollution outline techniques recommended to prevent and clean up pollution from combined-sewer overflows, urban runoff, airborne toxics, degraded aquatic habitats, and contaminated landfills, aquifers and sediments; 3) Financial Strategies for Great Lakes Areas of Concern summarize potential sources of funding for the AOCs' cleanup, which may cost hundreds of millions of dollars for the most polluted rivers and bays; 4) Administrative Strategies for RAPs describe how institutions, both existing and new, can supervise and coordinate complex Remedial Action Plans.

Available in PDF, EPUB and Kindle. Book excerpt: GAO made a review to determine whether the United States is meeting the objectives of the U.S.-Canadian Great Lakes Water Quality Agreement. GAO found that, although the Great Lakes are cleaner, the United States is finding it difficult to meet the objectives of the Agreement. U.S. efforts have been hampered by a lack of effective strategies for dealing with Great Lakes water quality problems, a lack of knowledge about the extent of pollution problems and the impact of control programs, and a need for improved management of the Great Lakes pollution cleanup activities. There have been unrealistic timetables for constructing facilities, problems in obtaining and using federal grant funds, a lack of local support for construction activities, and budget reductions. Information is lacking about the nature, extent, and source of toxic pollution. State and areawide plans to address pollution from agricultural, forestry, and urban runoff have not been comprehensive and may not be completed as federal funding has been cut off. Current water quality monitoring is not providing the data needed to address the pollution problems due to a lack of funds. The Environmental Protection Agency (EPA), the principal U.S. agency for carrying out water quality activities and implementing the Agreement, has broad and complex responsibilities requiring cooperation with a variety of federal, state, and local agencies as well as with the International Joint Commission and Canadian environmental agencies. EPA has had difficulty obtaining this cooperation which is needed to ensure that the Great Lakes water quality program can compete with other national issues.
