Book excerpt: Not until the recent attacks on transport systems has transport security become a focus of public concern and academic research. Various aspects of transport security have already been analysed under different agendas. Some research was focused on the potential risk to the environment resulting from transport, in particular from the transport of hazardous or dangerous goods, while other research considered critical elements of transport networks or supply chains as vital lifelines in the case of natural disasters. Recently, new threats stimulated interest in transport security as a stand-alone issue, placing it at the forefront of political and academic agendas. A NATO Advanced Research Workshop held at Imperial College London in January 2009 brought together those with expertise in the above-mentioned fields in order to verify the current state of knowledge in the field and identify promising areas for future work. The workshop concentrated on maritime and intermodal transport, risk management and long-term strategic planning, rather than on the details of monitoring or detection techniques. This collection of papers emanates largely from that workshop. While transport systems are widely recognized as terrorist targets, complete protection of these systems is economically and practically infeasible. The workshop looked at analytical methods to identify critical points in the transport infrastructure and the prioritization of defensive and mitigating measures given the limited resources available. Deficiencies in methods for conducting such an assessment were identified and the need for cost-effective mitigation measures was emphasized.

The decline of the East-West conflict has opened up the arena for increased attention to other lines of conflict, in Europe and at the global level. Environmental disruption, not a new phenomenon by any means, is a chief beneficiary of the shift in priorities in the public debate. The Scientific and Environmental Affairs Divi sion of NATO has moved with the times and has defined environmental security as one of its priority areas for cooperation with Central and Eastern Europe and countries of the former Soviet Union. This book is the main output of an Advanced Research Workshop (ARW), held in Bolkesjl/l, Norway, 12-16 June 1996. I would like to acknowledge the personal support of L. Veiga da Cunha, Director of the Priority Area on Environmental Security. Research on these issues is now very much a collaborative effort across former lines of division in Europe. NATO encourages, indeed requires, that this be reflected in the composition of the participants, as well as the organizing committee. Book excerpt: Recent experiences in Iraq, Afghanistan, and the Balkans have highlighted the importance of environmental considerations. These range from protecting soldier health and disposing of hazardous waste to building water supply systems and other activities that help achieve national goals in the post-conflict phase of contingency operations. The Army has become increasingly involved with environmental issues in every contingency operation and must be better prepared to deal with them. This study assesses whether existing policy, doctrine, and guidance adequately address environmental activities in post-conflict military operations and reconstruction. Findings are based on reviews of top-level policy and doctrine, analysis of operational experience, extensive interviews with diverse Army personnel, and a review of operational documentation and literature. From these sources, a database of 111 case studies was created. The research showed that environmental concerns can have far-reaching and significant impacts on the Army, both direct and indirect, especially in terms of cost, current operations, soldier health, diplomatic relations, reconstruction activities, and the ultimate success of the operation or the broader mission. Some evidence suggests that environmental problems may have even contributed to insurgency in Iraq. Recommendations include updating current policy and doctrine to fully address environmental considerations in contingency operations; ensuring that contractors are carefully selected and managed; and transmitting proactive field environmental practices and lessons throughout the Army.
