Book excerpt: In the late 1980s, the National Cancer Institute initiated an investigation of cancer risks in populations near 52 commercial nuclear power plants and 10 Department of Energy nuclear facilities (including research and nuclear weapons production facilities and one reprocessing plant) in the United States. The results of the NCI investigation were used a primary resource for communicating with the public about the cancer risks near the nuclear facilities. However, this study is now over 20 years old. The U.S. Nuclear Regulatory Commission requested that the National Academy of Sciences provide an updated assessment of cancer risks in populations near USNRC-licensed nuclear facilities that utilize or process uranium for the production of electricity. Analysis of Cancer Risks in Populations near Nuclear Facilities: Phase 1 focuses on identifying scientifically sound approaches for carrying out an assessment of cancer risks associated with living near a nuclear facility, judgments about the strengths and weaknesses of various statistical power, ability to assess potential confounding factors, possible biases, and required effort. The results from this Phase 1 study will be used to inform the design of cancer risk assessment, which will be carried out in Phase 2. This report is beneficial for the general public, communities near nuclear facilities, stakeholders, healthcare providers, policy makers, state and local officials, community leaders, and the media.

The controversy in recent years over the extent of the risk to the public from environmental radioactivity attributable to nuclear facilities (in particular nuclear power plants and fuel reprocessing facilities) has resulted in a lowering of previously acceptable environmental radiation levels. The proposal by the AEC to limit effluents from light-water-cooled nuclear reactors so that the exposure of any individual in the public would not exceed 5 mR/yr, and the pronouncement by the BEIR Committee that the current environmental radiation protection guides are unnecessarily high, are illustrative. In turn the AEC has issued a Safety Guide calling for considerable refinement in the measuring and reporting of effluents from nuclear power plants, and has only recently issued a counterpart dealing with the measuring and reporting of radioactivity in the environs of nuclear power plants. The EPA has also recently issued a guide for the surveillance of environmental radioactivity. Currently, power reactor operators are being required by the AEC Regulatory Staff to conduct detailed, sensitive environmental surveillance. Much of this appears to be based on extremely conservative assumptions throughout, including doseeffect relationships, exposure situations, pathway models, reconcentration factors and intakes, which cannot be substantiated when examined in the light of current experience in the vicinity of existing power reactors. The expenditures occasioned by the required additional in-plant features necessary to meet the currently proposed effluent release criteria appear difficult to justify on a reasonable basis. Environmental monitoring at the proposed concentration limits appear even more excessive in terms of dollars per man-rem of potential dose commitment. (auth).

Book excerpt: This report describes the preoperational environmental radiological monitoring program conducted by TVA in the vicinity of the Watts Bar Nuclear Plant (WBN) in 1992. The program includes the collection of samples from the environment and the determination of the concentrations of radioactive materials in the samples. Samples are taken from stations in the general area of the plant and from areas that will not be influenced by plant operations. Material sampled includes air, water, milk, foods, vegetation, soil, fish, sediment, and direct radiation levels. During plant operations, results from stations near the plant will be compared with concentrations from control stations and with preoperational measurements to determine potential impacts to the public. Exposures calculated from environmental samples were contributed by naturally occurring radioactive materials, from materials commonly found in the environment as a result of atmospheric fallout, or from the operation of other nuclear facilities in the area. Since WBN has not operated, there has been no contribution of radioactivity from the plant to the environment.

Book excerpt: To verify that exposures resulting from operations at the Department of Energy (DOE) nuclear facilities have remained very small, each site at which nuclear activities are underway operates an environmental surveillance program to monitor the air, water and any other pathway where radionuclides from operations might conceivably reach workers or members of the public. This report presents data collected in 1989 for the routine environmental surveillance program conducted by the Radiological and Environmental Sciences Laboratory (RESL) of DOE and the US Geological Survey (USGS) at the Idaho National Engineering Laboratory (INEL) site. The environmental surveillance program for the INEL and vicinity for 1989 included the collection and analysis of samples from potential exposure pathways. Three basic groups of samples were collected. Those collected within the INEL boundaries will be referred to as onsite samples. Samples collected outside, but near, the Site boundaries will be referred to as boundary samples or part of a group of offsite samples. Samples collected from locations considerably beyond the Site boundaries will be referred to as distant samples or part of the offsite group. With the exception of Craters of the Moon National Monument, the distant locations are sufficiently remote from the Site to ensure that detectable radioactivity is primarily due to natural background sources or sources other than INEL operations. 35 refs., 14 figs., 13 tabs.

Available in PDF, EPUB and Kindle. Book excerpt: This is the second report describing an ongoing environmental surveillance program conducted at the Palos Park Forest Preserve near Chicago, Illinois. The Preserve was a site of a nuclear research laboratory (Site A) from 1943 to 1956 and a radioactive waste burial site (Plot M) from 1944 to 1949. An extensive radiological characterization of the site was conducted from February 1976 to August 1977, and tritium in the form of water was found to be the only radionuclide that migrated from the nuclear facilities. The results were published in US Department of Energy Report DOE/EV-0005/7. The present report summarizes the earlier findings and gives the detailed results of the work from August 1977 through December 1981. The vertical and horizontal distribution of tritium within the glacial till was determined from measurements of tritium in soil moisture. Chemical and radiochemical analyses were performed on a number of wells in the area. Tritiated water continued to be the only species that was observed to have migrated from the Plot M area. Migration from the Site A area was not observed. The concentration of tritium at the Red Gate Woods well, 1200 ft downgradient from Plot M, continued to show the seasonal fluctuations of high concentrations in the winter and low concentrations in the summer. Monitoring of the Palos Park area is continuing.

Although the accident occurred nearly two decades ago, controversy still surrounds the real impact of the disaster. Therefore the IAEA, in cooperation with other UN bodies, the World Bank, as well as the competent authorities of Belarus, the Russian Federation and Ukraine, established the Chernobyl Forum in 2003. The mission of the Forum was to generate 'authoritative consensual statements' on the environmental consequences and health effects attributable to radiation exposure arising from the accident as well as to provide advice on environmental remediation and special health care programmes, and to suggest areas in which further research is required. This report presents the findings and recommendations of the Chernobyl Forum concerning the environmental effects of the Chernobyl accident.
