This book deals with the increasingly complex issues of hybrid environmental and economic accounts. The perspective of environmental accounting for the analysis of the relationships between the economic and environmental systems, especially regarding the satellite accounts like NAMEA, is relatively recent, and partly derives from the conceptual and applied deficits that have emerged during the setting up of green GDP or GNP measures as alternative measures of accounting. NAMEA provides a comprehensive and integrated picture of the economic system in association with the environmental system (physical pressures such as emissions) by a sector classification. This book is an integrated collection of complementary papers that revolve around the issue of environment-economic accounting In the first part a historical background and empirical issues related to the NAMEA-type table definitions and estimations open the book, followed by some applications and analyses mainly applied to a sub-national level. The SAM, which is a square matrix, describes the flows of incomes from activities, taking the form of factor remunerations, that are consequently received by the households for consumption on goods and services. The accounts in the SAM are the production activities, commodities, institutions, and factors of production. According to data availability, the production activities can be further disaggregated to include more detailed information on sub-sectoral or regional production. Similarly, the factors of production could be differentiated by the level of skills or the location of employment. Households can be disaggregated by income quintiles or by rural and urban residence.

The 1992 United Nations Con ference on Environment and Development, the 'Earth Summit' in Rio de Janeiro, called therefore for an integrated approach in planning and policy making to achieve long-term sustainable growth and development. The Con ference also recognized in its action plan, the Agenda 21, that integrated poli cies need to be supported by integrated information, notably requiring the implementation of integrated environmental and economic accounting by its member States. During the preparations for the Rio Summit, scientists and practitioners of national accounting met in a Special Conference on Environmental Account ing, organized by the International Association for Research in Income and Wealth (IARIW) in Baden, Austria. Their aim was to explore the need for and methodologies of adjusting national accounts for environmental reasons. National accountants had faced mounting criticism that conventional accounting neglected new scarcities in natural capital, as well as the social cost of environmental degradation. The result of their deliberations was a draft manual, later issued by the United Nations Statistics Division (UNSD) as a handbook of Integrated Environmental and Economic Accounting.

Individuals as well as nations wish to measure their capital stock and in particular their sustainable income which they may consume without living beyond their means and drawing down their assets. There are various kinds of capital: man-made, natural/environmental, and various forms of social capital. Most national accounting in the past has focused on the man-made capital. To be able to properly maintain it, one needs to be aware of and compute a capital consumption (or depreciation) allowance. This allowance is subtracted from a nation's gross domestic product (GDP) to arrive at a nation's net domestic product (NDP). If one only considers man-made capital, the NDP so computed is sustainable in the sense that one can consume that amount while maintaining the capital stock intact, which forms the basis for future production and income. The author deals with the question of how to better account for natural capital in an integrated way within the usual economic accounting framework. He describes the progress that has been made in recent years in conceptualizing and operationalizing the proposed approaches and measures. The author has made an important contribution to this topic in collaboration with the United Nations Statistical Agency (UNSTAT). The publication's goal is to be able to measure environmentally sustainable income.

Some 30 municipalities are in a coastal territory of almost 2,000 linear kilometers, from the oil fields of the Gulf of Mexico to the world-renowned beaches of Cancún, just north of the second-largest barrier reef in the world. The peninsula's natural assets also include notable Mayan temples. With poverty far from eliminated, and with economic development opportunities beckoning in agriculture, manufacturing, and hydrocarbon development, the region is under growing risks from environmental hazards. Oil spills, hurricanes, coral bleaching, extreme flooding, and erosion have all been experienced in this region over the past decade. Based on preliminary identification of environmental priorities, Opportunities for Environmentally Healthy, Inclusive, and Resilient Growth in Mexico's Yucatán Peninsula explores selected topics that aim to inform decision making in the region. A general context of integrated coastal zone management is used to explore issues, constraints, and potential solutions, and the role of geomorphology is examined with a view to identifying how shore management plans can contribute to improved coastal management. Economic studies find that the main environmental health risks in the peninsula result in more than 1,000 premature deaths every year and in more than 9.36 million days lost to illnesses. These risks generate substantial economic losses, representing 2.2†“3.3 percent of gross regional income. Scenarios relating to the economic cost of extreme weather events generate similar levels of damages: 1.4†“1.5 percent of GDP in 2020 and 1.6†“2.3 percent of GDP in 2050. A social accounting matrix examines the social and environmental interconnectedness to the various parts of the economy, and an institutional analysis considers the mandates of existing institutions in the states, and of the contribution that regulatory measures may make to environmentally sustainable development without undermining economic growth prospects.
