Available in PDF, EPUB and Kindle. Book excerpt: This new report from the National Research Council's Nuclear and Radiation Studies Board (NRSB) and the Transportation Research Board reviews the risks and technical and societal concerns for the transport of spent nuclear fuel and high-level radioactive waste in the United States. Shipments are expected to increase as the U.S. Department of Energy opens a repository for spent fuel and high-level waste at Yucca Mountain, and the commercial nuclear industry considers constructing a facility in Utah for temporary storage of spent fuel from some of its nuclear waste plants. The report concludes that there are no fundamental technical barriers to the safe transport of spent nuclear fuel and high-level radioactive and the radiological risks of transport are well understood and generally low. However, there are a number of challenges that must be addressed before large-quantity shipping programs can be implemented successfully. Among these are managing "social" risks. The report does not provide an examination of the security of shipments against malevolent acts but recommends that such an examination be carried out.

This book was released on 2001 with total page 8 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Yucca Mountain Transportation Database was developed as a data management tool for assembling and integrating data from multiple sources to compile the potential transportation impacts presented in the Draft Environmental Impact Statement for a Geologic Repository for the Disposal of Spent Nuclear Fuel and High-Level Radioactive Waste at Yucca Mountain, Nye County, Nevada (DEIS). The database uses the results from existing models and codes such as RADTRAN, RISKIND, INTERLINE, and HIGHWAY to estimate transportation-related impacts of transporting spent nuclear fuel and high-level radioactive waste from commercial reactors and U.S. Department of Energy (DOE) facilities to Yucca Mountain. The source tables in the database are compendiums of information from many diverse sources including: radionuclide quantities for each waste type; route and route characteristics for rail, legal-weight truck, heavy haul. truck, and barge transport options; state-specific accident and fatality rates for routes selected for analysis; packaging and shipment data by waste type; unit risk factors; the complex behavior of the packaged waste forms in severe transport accidents; and the effects of exposure to radiation or the isotopic specific effects of radionclides should they be released in severe transportation accidents. The database works together with the codes RADTRAN (Neuhauser, et al, 1994) and RISKlND (Yuan, et al, 1995) to calculate incident-free dose and accident risk. For the incident-free transportation scenario, the database uses RADTRAN and RISKIND-generated data to calculate doses to offlink populations, onlink populations, people at stops, crews, inspectors, workers at intermodal transfer stations, guards at overnight stops, and escorts, as well as non-radioactive pollution health effects. For accident scenarios, the database uses RADTRAN-generated data to calculate dose risks based on ingestion, inhalation, resuspension, immersion (cloudshine), and groundshine as well as non-radioactive traffic fatalities. The Yucca Mountain EIS Transportation Database was developed using Microsoft Access 97{trademark} software and the Microsoft Windows NT{trademark} operating system. The database consists of tables for storing data, forms for selecting data for querying, and queries for retrieving the data in a predefined format. Database queries retrieve records based on input parameters and are used to calculate incident-free and accident doses using unit risk factors obtained from RADTRAN results. The next section briefly provides some background that led to the development of the database approach used in preparing the Yucca Mountain DEIS. Subsequent sections provide additional details on the database structure and types of impacts calculated using the database.

This book was released on 2001-07-05 with total page 215 pages. Available in PDF, EPUB and Kindle. Book excerpt: Focused attention by world leaders is needed to address the substantial challenges posed by disposal of spent nuclear fuel from reactors and high-level radioactive waste from processing such fuel. The biggest challenges in achieving safe and secure storage and permanent waste disposal are societal, although technical challenges remain. Disposition of radioactive wastes in a deep geological repository is a sound approach as long as it progresses through a stepwise decision-making process that takes advantage of technical advances, public participation, and international cooperation. Written for concerned citizens as well as policymakers, this book was sponsored by the U.S. Department of Energy, U.S. Nuclear Regulatory Commission, and waste management organizations in eight other countries.

Book Risk and Decisions About Disposition of Transuranic and High Level Radioactive Waste

Download or read book Risk and Decisions About Disposition of Transuranic and High Level Radioactive Waste written by National Research Council and published by National Academies Press. This book was released on 2005-02-07 with total page 230 pages. Available in PDF, EPUB and Kindle. Book excerpt: The U.S. Department of Energy (DOE) manages dozens of sites across the nation that focus on research, design, and production of nuclear weapons and nuclear reactors for defense applications. Radioactive wastes at these sites pose a national challenge, and DOE is considering how to most effectively clean them up. Some of the greatest projected risks, cleanup costs, and technical challenges come from processing and disposing transuranic and high-level radioactive waste. This report addresses how DOE should incorporate risk into decisions about whether the nation should use alternatives to deep geologic disposal for some of these wastes. It recommends using an exemption process involving risk assessment for determining how to dispose of problematic wastes. The report outlines criteria for risk assessment and key elements of a risk-informed approach. The report also describes the types of wastes that are candidates for alternative disposition paths, potential alternatives to deep geologic disposal for disposition of low-hazard waste, and whether these alternatives are compatible with current regulations.

Book Comprehensive Transportation Risk Assessment System Based on Unit consequence Factors

Download or read book Comprehensive Transportation Risk Assessment System Based on Unit consequence Factors written by and published by . This book was released on 1994 with total page 10 pages. Available in PDF, EPUB and Kindle. Book excerpt: The U.S. Department of Energy (DOE) Environmental Restoration and Waste Management Programmatic Environmental Impact Statement requires a comprehensive transportation risk analysis of radioactive waste shipments for large shipping campaigns. Thousands of unique shipments involving truck and rail transport must be analyzed; a comprehensive risk analysis is impossible with currently available methods. Argonne National Laboratory developed a modular transportation model that can handle the demands imposed by such an analysis. The modular design of the model facilitates the simple addition/updating of transportation routes and waste inventories, as required, and reduces the overhead associated with file maintenance and quality assurance. The model incorporates unit-consequences factors generated with the RADTRAN 4 transportation risk analysis code that are combined with an easy-to-use, menu-driven interface on IBM-compatible computers running under DOS. User selection of multiple origin/destination site pairs for the shipment of multiple radioactive waste inventories is permitted from pop-up lists. Over 800 predefined routes are available among more than 30 DOE sites and waste inventories that include high-level waste, spent nuclear fuel, transuranic waste, low-level waste, low-level mixed waste, and greater-than-Class C waste.

Book Calculated Risks

Download or read book Calculated Risks written by Kenneth A. Rogers and published by Routledge. This book was released on 2016-04-15 with total page 218 pages. Available in PDF, EPUB and Kindle. Book excerpt: This well-documented study examines one of the increasingly pressing problems for US homeland security: the storage and management of radioactive waste. Despite pressing homeland security and energy security concerns associated with highly radioactive waste, political considerations have prevented policy makers from adopting adequate long-term solutions to the problem. This book explores nuclear waste problems through the broader lens of federal, state and local government and the resultant constraints on policy that emerge within the American political system. Presenting specific case studies to highlight the deficiencies in current policy and planning as well as the possibility of terrorist activity, it is highly suited to courses on security studies and environmental politics.
