Book Long Term Institutional Management of U S Department of Energy Legacy Waste Sites

Download or read book Long Term Institutional Management of U S Department of Energy Legacy Waste Sites written by National Research Council and published by National Academies Press. This book was released on 2000-11-09 with total page 179 pages. Available in PDF, EPUB and Kindle. Book excerpt: It is now becoming clear that relatively few U.S. Department of Energy (DOE) waste sites will be cleaned up to the point where they can be released for unrestricted use. "Long-term stewardship" (activities to protect human health and the environment from hazards that may remain at its sites after cessation of remediation) will be required for over 100 of the 144 waste sites under DOE control (U.S. Department of Energy, 1999). After stabilizing wastes that remain on site and containing them as well as is feasible, DOE intends to rely on stewardship for as long as hazards persistâ€"in many cases, indefinitely. Physical containment barriers, the management systems upon which their long-term reliability depends, and institutional controls intended to prevent exposure of people and the environment to the remaining site hazards, will have to be maintained at some DOE sites for an indefinite period of time. The Committee on Remediation of Buried and Tank Wastes finds that much regarding DOE's intended reliance on long-term stewardship is at this point problematic. The details of long-term stewardship planning are yet to be specified, the adequacy of funding is not assured, and there is no convincing evidence that institutional controls and other stewardship measures are reliable over the long term. Scientific understanding of the factors that govern the long-term behavior of residual contaminants in the environment is not adequate. Yet, the likelihood that institutional management measures will fail at some point is relatively high, underscoring the need to assure that decisions made in the near term are based on the best available science. Improving institutional capabilities can be expected to be every bit as difficult as improving scientific and technical ones, but without improved understanding of why and how institutions succeed and fail, the follow-through necessary to assure that long-term stewardship remains effective cannot reliably be counted on to occur. Long-Term Institutional Management of U.S. Department of Energy Legacy Waste Sites examines the capabilities and limitations of the scientific, technical, and human and institutional systems that compose the measures that DOE expects to put into place at potentially hazardous, residually contaminated sites.

Book Nuclear Physical Methods in Radioecological Investigations of Nuclear Test Sites

Download or read book Nuclear Physical Methods in Radioecological Investigations of Nuclear Test Sites written by Siegfried S. Hecker and published by Springer Science & Business Media. This book was released on 2012-12-06 with total page 254 pages. Available in PDF, EPUB and Kindle. Book excerpt: It is only with the ending of the Cold War that the issue of environmental hazards at many former nuclear testing sites around the world has attracted international scientific interest. This book discusses the environmental, ecological, and health problems associated with nuclear testing. Topics treated include dose assessment, risk, speciation and transport of radionuclides, measurement and separation of radionuclides, and remedial options. The nuclear test sites examined include the Semipalatinsk Nuclear Test Site (Kazakhstan), the Nevada test Site (USA), the Pacific atolls, and the Maralinga Test Site (Australia). The volume also discusses the additional release sites of Chelyabinsk (Russia), Chernobyl (Ukraine), Palomares (Spain), Los Alamos (USA), and others. A valuable compendium of radiological problems for a wide spectrum of readers, from non-specialist to expert.

Book Decommissioned Russian Nuclear Submarines and International Cooperation

Download or read book Decommissioned Russian Nuclear Submarines and International Cooperation written by Charles Krupnick and published by McFarland. This book was released on 2017-07-06 with total page 273 pages. Available in PDF, EPUB and Kindle. Book excerpt: With the end of the Cold War, Russia's submarines were no longer needed to deter or fight Western navies and were very expensive to operate and maintain. Older submarines were taken out of service in large numbers, but without firm plans and infrastructure in place to remove and adequately care for their nuclear components, problems soon developed over the disposition of spent fuel assemblies. Problems arose also of course between Russia and the international community as to the best way to respond to the challenge. This book looks at those problems, first discussing Russia's economy, its environment, and the Russian Navy, and then covering in detail the spent fuel of Russian submarines and related nuclear problems. The engagement of the international community on the issue is then addressed. A theoretical analysis is offered on how Russia's fellow nations can help remedy a troubling environmental problem in a difficult country.

Book Systems Engineering and management for Sustainable Development Volume II

Download or read book Systems Engineering and management for Sustainable Development Volume II written by Andrew P. Sage and published by EOLSS Publications. This book was released on 2009-09-30 with total page 362 pages. Available in PDF, EPUB and Kindle. Book excerpt: Systems Engineering and Management for Sustainable Development is a component of Encyclopedia of Technology, Information, and Systems Management Resources in the global Encyclopedia of Life Support Systems (EOLSS), which is an integrated compendium of twenty one Encyclopedias. This theme discusses: basic principles of systems engineering and management for sustainable development, including: cost effectiveness assessment; decision assessment, tradeoffs, conflict resolution and negotiation; research and development policy; industrial ecology; and risk management strategies for sustainability. The emphasis throughout will be upon the development of appropriate life-cycles for processes that assist in the attainment of sustainable development, and in the use of appropriate policies and systems management approaches to ensure successful application of these processes. The general objectives of these chapters is to illustrate the way in which one specific issue, such as the need to bring about sustainable development, necessarily grows in scope such that it becomes only feasible to consider the engineering and architecting of appropriate systems when the specific issue is imbedded into a wealth of other issues. The discussions provide an illustration of the many attributes and needs associated with the important task of utilizing information and knowledge, enabled through systems engineering and management, to engineer systems involving humans, organizations, and technology, in the support of sustainability. These two volumes are aimed at the following five major target audiences: University and College students Educators, Professional practitioners, Research personnel and Policy analysts, managers, and decision makers and NGOs
