This book takes a fresh look at this question through three case studies of highly regulated polluting industries in the Southern California region: metal finishing, wood furniture, and dry cleaning. The case studies are based on a mix of qualitative and quantitative methods, including in-depth interviews with corporate managers and environmental regulators. The authors find that there is no universal pattern for predicting the effects of environmental regulations on industrial competitiveness, but that the outcomes depend on the structure of the industry being regulated, the design of the regulations, and the technologies that are available for compliance. Book excerpt: The economic costs of environmental regulations have been widely debated since the U.S. began to restrict pollution emissions more than four decades ago. Using detailed production data from nearly 1.2 million plant observations drawn from the 1972-1993 Annual Survey of Manufactures, we estimate the effects of air quality regulations on manufacturing plants' total factor productivity (TFP) levels. We find that among surviving polluting plants, stricter air quality regulations are associated with a roughly 2.6 percent decline in TFP. The regulations governing ozone have particularly large negative effects on productivity, though effects are also evident among particulates and sulfur dioxide emitters. Carbon monoxide regulations, on the other hand, appear to increase measured TFP, especially among refineries. The application of corrections for the confounding of price increases and output declines and sample selection on survival produce a 4.8 percent estimated decline in TFP for polluting plants in regulated areas. This corresponds to an annual economic cost from the regulation of manufacturing plants of roughly $21 billion, which is about 8.8 percent of manufacturing sector profits in this period. Book excerpt: Many economists believe that the slowdown of the productivity growth rates in the U.S. economy in early 1970's was a consequence of the increased level of environmental regulations. The main reason presented in support of this argument is that increased environmental regulations impose an additional burden to the firms, thus increasing the costs of the production of conventional outputs and decreasing productivity growth rates. The opposing view, called Porter hypothesis, claims that environmental regulations may have a positive effect on the performance of domestic firms relative to their foreign competitors by stimulating domestic innovation. Given that the environmental standards are lower in Mexico than in the U.S. we expect to find relatively smaller effect of environmental regulations in Mexico. During the debates of North American Free Trade Agreement (NAFTA), 1994, this difference in environmental regulations levels of the two countries was hypothesized to encourage the migration of U.S. dirty industries to Mexico, thus putting Mexican economy into disadvantage. There are many studies of the effect of environmental regulations on U.S. manufacturing performance, however there is little empirical work showing the effect of environmental regulations on productivity of Mexico and comparing the relative performance of industries of the two countries. In this study we compare the relative performance of U.S. and Mexican primary iron & steel and aluminum industries, RAMA 3411 and RAMA 3423 correspondingly (according to Mexican Economic Census 1975 industrial classification). We estimate primal and dual TFP growth rates based on translog restricted cost function using fixed-effects approach. We found positive effect of environmental regulations on dual TFP growth in all industries. The results support Porter's "win-win" hypothesis.
