The only viable option for humans to end their resource and environmental predicament is to resolutely and efficiently push forward industrialization. At present, China's industrial development is still at a stage of severe resource and environmental deterioration. The fact that industrial production activity is becoming cleaner does not mean that industrial production has reached the satisfactory level of resource conservation and environmental protection. On the contrary, as China is still at the intermediate stage of industrialization, it is imperative to go ahead with massive resource consumption amid heavy industrial development. China's industrial production has led to severe resource waste and environmental pollution. Therefore, strengthening resource and environmental regulation and enhancing regulatory effectiveness are still a very important, though tough, issue for China to address in its industrialization process at the present time. The fundamental objectives of government regulation of resources and the environment are: i) to realize the viable objective of resource conservation and environmental protection; and ii) to maintain an effective order of fair competition. An effective and feasible way toward resource and environmental regulation is to realize the resource conservation and environmental protection policy objectives and help improve the long-term industrial and corporate competitiveness, with a special emphasis on boosting the international competitiveness of China's industry under the rule of fair competition. Moderate and reasonable regulatory intensity requires imposing effective constraints on corporate behavior without going beyond the maximum level of affordability dictated by the current level of industrial and corporate competitiveness, with a special focus on striking the right balance between the principles of economic efficiency and social benefits.

Book excerpt: This book sets out to examine one of the most important issues on trade and the environment namely, the trade effects of domestic environmental policy. The central question addressed is whether stringent domestic environmental policies reduce the international competitiveness of environmentally sensitive industries. This study is distinguished by two major innovations that go beyond the established literature: the examination of time-series evidence to explore the relationship between environmental regulations and trade patterns, and the introduction of technology factors, together with endowment factors, to explain the empirical evidence. To theoretically explore the dynamic linkage between environmental regulation, technological innovation and economic growth the author sets up an intertemporal dynamic general equilibrium model in which the more fundamental, dynamic determinant of economic growth is its capacity for technological innovation. The basic findings are that (1) changes in thestringency of environmental regulations do not have long-run growth effects; and (2) technological innovation is an important determinant of a country's long-run growth. The emphasis of this book is that the trade effects of domestic environmental policy can be better understood if one allows for a dynamic Ricardian technology factor in the conventional Heckscher-Ohlin framework. Innovation and subsequent increases in relative labour productivity, together with factor endowments, are important factors in determining the relationship between environmental regulation and international competitiveness. This result should help refocus the debate on the relationship between environmental regulationand competitiveness in international trade.

And how do they affect industrial innovation? Since the early 1970s, regulations have been used to coerce producers of goods and services into internalizing the environmental costs of production. These efforts have often faced opposition on practical and ideological grounds. Beginning in the 1980s, there has been a movement toward liberalization, coupled with the continued failure of the market to protect the environment as a public good. As a result, private and public sector interests have been debating the appropriate role of governments in protecting and improving the environment and controlling the environmental impact of industry. Using case studies from numerous countries, this book examines political and industrial trends and the responses to these challenges. The authors conclude that the complexities of environmental and economic relationships disallow universal solutions, and they stress the need for context-specific perspectives on the role of regulatory measures in environmental innovation.

Book excerpt: The economic costs of environmental regulations have been widely debated since the U.S. began to restrict pollution emissions more than four decades ago. Using detailed production data from nearly 1.2 million plant observations drawn from the 1972-1993 Annual Survey of Manufactures, we estimate the effects of air quality regulations on manufacturing plants' total factor productivity (TFP) levels. We find that among surviving polluting plants, stricter air quality regulations are associated with a roughly 2.6 percent decline in TFP. The regulations governing ozone have particularly large negative effects on productivity, though effects are also evident among particulates and sulfur dioxide emitters. Carbon monoxide regulations, on the other hand, appear to increase measured TFP, especially among refineries. The application of corrections for the confounding of price increases and output declines and sample selection on survival produce a 4.8 percent estimated decline in TFP for polluting plants in regulated areas. This corresponds to an annual economic cost from the regulation of manufacturing plants of roughly $21 billion, about 8.8 percent of manufacturing sector profits in this period.
