Unplanned expansion of economic activities, consideration for environmental conservation and several associated problems are emerging due to degradation in quality of ambient environment such as clean air, safe drinking water and quality of food, particularly in developing nations. Due to poor/casual execution of EIA protocol, newly developing countries are preferred destination for establishing pollution emitting industries, which results in degradation and depletion of natural resources. Lack of environmental policy intervention is another major attraction for establishing such industries in these nations. In order to ensure sustainable development, the highest priority issues include the monitoring and eradication of environmental problems which arise due to economic development. Initiation of any form of economic development primarily results in loss of forests and thus biodiversity, followed by deterioration in quality of air and contamination of natural resources. The worst impact of non-standardized economic development is the contamination of air, water and soil. Sustainable development ensures responsible interface with the environment to minimize the depletion or degradation of natural resources and ensure long term environmental quality. It involves integrated approaches in understanding the importance of environmental management systems and policy inventions leading to improved environmental performance. The present book is proposed to address the environmental concerns associated with economic development and approaches involved to attain sustainable economic development, which include monitoring of the quality of air, deforestation, quality of water resources, soil erosion and degradation of the natural environment.

The World Conservation Strategy published by the mCN (1980) recognised the full dimensions of these problems, and introduced the concept of sustainable development, placing the emphasis on the exploitation of natural systems and the use of biological natural resources within limits so that the availability of these resources for use by future generations would not be jeopardised by the current use of them. At this time, the imposition of quotas and the definition of critical loads and environmental standards were suggested as the sorts of instruments necessary to cope with the problems of limited availability of environmental resources. Although the mCN publication did not obtain a high international profile, the idea of policy norms to respect critical loads has become quite widely accepted in the environmental policymaking of Western countries. This has often put the policy agencies in difficult situations. Polluting industries are inclined to argue that the critical loads are defined too restrictively. The complexity and time lags of ecological effects makes it hard to say exactly what constitutes a critical load beyond which there will be irreversible damage, and lobbying interests can play on these uncertainties to try and weaken the environmental standards. In addition, polluting industries can use the argument of negative impacts on "the economy" (particularly as regards employment and export prospects) to blackmail governments, regulatory agencies and the general public.

The demand for development land has led to the reuse of properties that have been abandoned for a variety of reasons. Many of them are brownfields, sites which have deteriorated in different ways, including by contamination. Its purpose is not only descriptive but also, to some extent, advocatory. We believe that economic instruments can make an important contribution to an environmentally less disruptive path of development. The design of economic instruments is however a fine art and depends among other things on their political acceptability and this acceptability is of course influenced by experience. It is therefore important to provide information on the use of policy instruments in other countries. Policies are currently developing quite fast and thus a book such as this one can inevitably not capture more than a "snapshot" view at a single moment of time. We would hope that the book encourages more experimentation with economic instruments and that countries will make a fuller use of the whole arsenal of economic policy instruments. If the book does succeed in this sense then it will soon become dated as policies change -but that would be a price well worth paying! The book combines a dozen country monographs together with a few international surveys on particular topics (gasoline pricing, vehicle regulations, acid rain, deforestation and global warming). These papers are intended to illustrate the diversity of policy options available. The actual policies adopted depend on economic as well as ecological conditions. The country studies cover two "Western" countries and then concentrate on formerly planned and developing countries. They show that economic instruments are still generally thought of as new and innovative.
